STATEMENT OF WORK

TEST AMISTAD & FALCON CURRENT TRANSFORMERS (CT’S) AND

POTENTIAL TRANSFORMERS (PT’S)

I. Introduction

The U.S. Section of the International Boundary and Water Commission (USIBWC) is a Federal Government Agency and the U.S. component of the International Boundary and Water Commission (IBWC), which applies the boundary and water treaties of the United States and Mexico. Our mission is to provide binational solutions to issues that arise during the application of United States-Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region.

II. Description of Service

The Contractor shall provide a service to test all Current Transformers (CT’s), Potential Transformers (PT’s) and three (3) 138 KV GCB (Gas Circuit Breakers). Contractor shall provide all labor, material, equipment, supervision, and management to comply with this Statement of Work (SOW). The Contractor shall review currents one-line electrical diagrams in Amistad and Falcon Power Plants for the 13.8 KV and 138 KV electrical system.

III. Background

The United States Section of the International Boundary and Water Commission (USIBWC), Amistad Hydroelectric Power Plant located at 670 Texas Sur 349 Del Rio, TX 78840 and Falcon Hydroelectric Power Plant located at FM2098 1 Reservoir Rd. Falcon Heights, TX 78545 respectively. To access Amistad and Falcon Hydroelectric Power Plants, vendors need to cross through the United States Port of Entry and must comply with proper documentation (passports or other) as required by U.S. Customs and Border Protection officials.

Amistad Hydroelectric Power Plant owns fifty (50) Current Transformers (CT’s) with different current ratios, and eighteen (18) Potential Transformers (PT’s) with the same voltage ratio. In addition, Falcon Power Plant owns Thirty-Six (36) CT’s and three (3) 138 KV Gas Circuit Breakers (GCB) that need to be tested and calibrated periodically every six (6) years as part of Electrical Reliability Council of Texas (ERCOT) compliances.

IV. Scope

The purpose of this SOW is to clean, test, and calibrate the CT’s, PT’s, and circuit breakers as follows:

1. Amistad Power Plant

a. Fifty (50) Current Transformers and eighteen (18) Potential Transformers

2. Falcon Power Plant

a. Thirty-six (36) current transformers

b. Three (3) 138 KV Gas Circuit Breakers

The Current and Potential Transformers devices are direct connected to protection relays. Their main function is to protect the Power Generators plus they record and measure all the energy going out to the electrical grid in the ERCOT Megawatts Meters.

This Contract shall include cleaning, Turn Test Ratio (TTR) in all CT’s and PT’ devices, and replace parts as needed meeting or exceeding the National Electric Safety Codes (NESC) and Institute of Electrical and Electronics Engineer (IEEE) standards.

The following actions will be performed by the USIBWC:

a) Amistad and Falcon Power Plant personnel are responsible to coordinate with the Contractor the available dates to perform testing based in water demand and power production.

b) Amistad and Falcon Power Plant personnel are responsible to performance the equipment electrical clearance and tagout equipment.

c) Amistad and Falcon Power Plant personnel are responsible to remove all covers and equipment to access all the electrical devices to be tested.

d) Amistad Power Plant Personnel responsible to remove the equipment electrical clearance.

The following actions will be performed by the Contractor:

a) Contractor shall be responsible for travel and shipping testing equipment to Amistad and Falcon Power Plant Facilities.

b) The Contractor is responsible to review the electrical clearance and perform a tagout as well.

c) The Contractor shall perform following tasks:

i. The Contractor shall review Amistad and Falcon Electrical One Line Diagram to determine equipment location.

ii. The Contractor shall provide testing schedule for both power plants

iii. The Contractor shall perform the testing in Amistad Power Plant within 2 weeks: 1) first week Generator No. 1 and 2) second week Generator No.2. This will permit transfer of the power production from one generator to the other.

iv. The testing shall cover equipment serial number, label number, part number, ratio information, equipment accuracy information, and any information included in the equipment data plate.

v. All wire connectors and terminal block parts shall be cleaned and inspected to detect any weaken or damaged parts from the devices and nearest terminal block.

vi. All wire labels shall be replaced on the CT’s and PT’s devices side and the nearest terminal block.

vii. All CT’s and PT’s shall be tested and calibrated using the latest IEEE testing standards.

viii. The Contractor shall perform turn test ratio (TTR), polarity test (PT), excitation test/saturation (ET), insulation resistance test (IRT), winding resistance test (WRT) and burden test (BT) in all CT’s and PT’s

ix. The Contractor shall perform a power factor testing in the 138 KV GCB (Breakers) and any other testing under IEEE standards

x. The Contractor shall provide a testing report with all results and recommendations.

xi. The testing report shall include one-line schematic diagram with all CT’s and PT’s labeling and locations.

xii. Once the testing is completed, a final test shall be performed on all CT’s and PT’s to verify correct functioning of the Generators and Megawatts meters.

d) The Contractor shall provide an initial evaluation report before disconnecting all CT’s and PT’s. This report will contain the Contractor’s evaluation of the current conditions of the CT’s and PT’s and shall be reviewed by Amistad and Falcon Power Plant Superintendents or Technical Point of Contact.

e) In the initial evaluation report, the Contractor will review the IEEE procedures that will be used for test, calibrate, and labeling all CT’s and PT’s.

f) The Contractor shall provide a final report after all CT’s and PT’s cleaned, labeled, tested, and calibrated. This report will contain the Contractor’s final evaluation of the CT’s and PT’s and shall be reviewed and approved by Amistad and Falcon Power Plant Superintendents or Technical Point of Contact.

g) The Contractor shall provide 2 hard copies with test results and electronic format with test results (PDF Format)

h) The contractor shall comply with all deadlines established in the project schedule (Table 1).

i) The Contractor shall provide the specifications of the replacement parts for review and approval prior to performing the testing.

j) The Contractor shall test, connect, labeling all wiring, and install all covers and electrical panels prior to remove the tagout of the equipment.

k) The Contractor shall provide all labor, supplies, tools and shipping cost required for this project.

l) The Contractor shall comply with all Agency Safety Guidelines, National Electric Safety Codes (NESC), and other mechanical guidelines, standards, and codes associated with this project.

V. Objective

The main objective for this Contract is to ensure all Current Transformers (CT’s), Potential Transformers (PT’s), and 138 KV Gas Breakers are tested, calibrated, and maintained to protect the power generators for the next six years.

VI. Schedule

The Contractor shall be required to meet the project schedule shown in Table 1.

VII. Deliverables

• The Contractor shall submit all certifications required for this type of project and Quality Assurance Surveillance Plan (QASP).

• The Contractor shall submit an initial and final report of testing all CT’s, PT’s, and 138 KV Gas Breakers to Amistad and Falcon Power Plant Superintendents or Technical Point of Contact for review and approval (see Table 1 above).

• The Contractor shall provide detailed schedule of cost breakdown to include all parts, supplies, shipping costs, and testing of all servicing requirements stipulated in this SOW.

VIII. Assumptions

The Contractor shall perform the inventory, testing and perform calibration of all Current Transformers (CT’s) and Potential Transformers (PT’s) closely using the current electrical one-line diagram drawing.

IX. Monitoring Progress

The Contractor shall test all CT’s and PT’s and provide final reports within 90 calendar days after the contract is awarded.

X. Other The technical point of contacts for this project while performing this contract at the Amistad Facility is Demetrius Gaines at 830-874-5519 or demetrius.gaines@ibwc.gov, and Edi Delgado at (956)848-5265 or edi.delgado@ibwc.gov for Falcon Facility .The Technical POC may coordinate site visits, meetings, delivery, and pick up of items or equipment at the work site.

Non-Disclosure All aspects of this work are considered property of the Government. The Contractor shall not release to anyone outside the Contractor’s organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of his contract or any program related to this contract, unless the Contracting Officer has given prior written approval.

Pricing The Contractor shall provide a detailed estimated cost for the work required with this Statement of Work.

Salaries and Benefits The Contractor and all Subcontractors shall comply with all U.S. Department of Labor requirements and labor wage determinations.

XI. Payments

The Contractor shall invoice no more than once a month for services provided in accordance with this SOW.

All invoices shall be sent to the Contracting Officer, Sylvia Grindstaff by email to Sylvia.grindstaff@ibwc.gov and the Contracting Officer Representative (COR) Edi Delgado, edi.delgado@ibwc.gov with a copy to invoices@ibwc.gov. Invoices may be sent on monthly/quarter/semi-annually basis. Final payment of invoice must be marked “FINAL.”

Failure to adhere to these invoice instructions can result in late payment rejection.

XII. Period of Performance

Period of performance shall be 90 calendar days after the contract is awarded.
