About this file
This addendum to RFP 26-7-3 is issued by St. Tammany Parish Government in Louisiana for auditing services covering the fiscal year ending December 31, 2026, and four subsequent fiscal years. The Parish seeks qualified certified public accountants to perform audits in accordance with generally accepted auditing standards, Government Auditing Standards, Title 2 U.S. Code of Federal Regulations Part 200 (Uniform Guidance), and the OMB Compliance Supplement. The addendum addresses six substantive questions and answers regarding the Parish's financial condition and two clarifications regarding contract requirements. Written inquiries were due July 20, 2026, with responses provided by July 24, 2026. Proposals are due Wednesday, July 29, 2026 at 2:00 p.m. Central Standard Time and must be submitted via certified mail, hand-delivery, or courier service to 21454 Koop Drive, Suite 2F, Mandeville, Louisiana 70471. Preliminary audit work is scheduled for January annually, with draft reports due to the Director of Finance by May 31 and final auditor's reports due by June 7 each year. Records will be ready for audit by March 31, with an interim trial balance available March 31, 2027, and financial statements/draft ACFR projected for May 15, 2027.
Pricing must be firm for the entire contract duration and submitted on the provided Pricing Sheet with all direct and indirect costs itemized by individual assigned and broken down by fiscal year, including out-of-pocket expenses such as travel, lodging, and subsistence. The Parish had fiscal year 2024 revenues of approximately $306.3 million in primary government and component unit general revenues with program revenues of approximately $113.8 million combined. The evaluation criteria include compliance with RFP requirements (15 points), understanding of the project (10 points), approach to the project (15 points), ability to perform within stated timeframes (20 points), qualifications and experience (20 points), overall costs and fees (10 points), and Veteran Initiative or Hudson Initiative Louisiana state set-aside program certification (10 points). The initial contract term is one year with four one-year renewal options, each subject to Parish Council concurrence and annual approval by the Louisiana Legislative Auditor. The Parish confirmed no passed adjustments or significant unrecorded differences were identified during the FY 2025 audit, no new federal or state grant programs were received in 2026 to date, and no significant changes in management, personnel, software systems, or information technology occurred in 2026.

Question 7. Sections 5.27.2 and 5.27.4 of the RFP require certain indemnity requirements. Can there be flexibility with these requirements and are they negotiable?
Answer 7. These sections are non-negotiable.
Question 8. Section 5.36 requires all records, reports, etc. obtained or prepared by the Provider to be returned to the Parish. This seems reasonable for the information prepared by the Parish, but for items prepared by the Provider/auditor and made part of the workpapers, AICPA standards, the LA Audit guide and our firm policy protect an auditor’s workpapers and even prohibit providing (outside of subpoenas and regulators) to outside parties. Is there a carve-out for auditor workpapers?
Answer 8. This section is specifically related to records, reports, etc. obtained by the Provider from the Parish or prepared by the Provider on behalf of the Parish.
