St. Tammany Parish, Louisiana

About this file

This is Addendum No. 1 to a Request for Proposal issued by St. Tammany Parish Government in Louisiana for comprehensive jail health care services. The RFP seeks qualified health care providers to deliver all medical services, pharmaceutical supplies, labor, licensing, insurance, and medical equipment for the St. Tammany Parish Jail. Services include 24/7 healthcare delivery for male and female inmates, medical staffing across providers, nursing, mental health, and dental services, cost containment programs, and management information systems compliant with National Commission on Correctional Health Care standards. The current inmate population averages approximately 1,007 inmates as of June 2026, with historical data showing growth from 508 inmates in December 2023 to 628 in February 2026. Written inquiries were due by June 5, 2026, with sealed proposals due at 2:00 PM CST on Tuesday, June 16, 2026. The Parish targets contract award and new vendor start by July 1, 2026. The initial contract term runs from July 1, 2026, through June 30, 2027, with options for four additional one-year renewals contingent upon mutual Parish and Provider agreement.

Pricing is structured as an annual fee based on a set number of inmates with reduction or increase adjustments based on actual inmate population during the year. The awarded vendor is responsible for specialty care costs up to $100,000 annually and covers the first $50,000 of annual HIV medication costs, with the Parish assuming costs exceeding these thresholds for advanced diagnostics, chemotherapy, and dialysis. Equipment costs up to $10,000 per contract term are the vendor's responsibility. The addendum addresses 62 questions from prospective bidders regarding staffing plans, current vendor performance, existing equipment and systems, medical protocols, pharmaceutical arrangements, mental health services, financial arrangements for offsite services, EHR systems, telehealth capabilities, and historical cost data. The incumbent vendor has incurred labor variances totaling negative $259,399.30 across fiscal years 2023-2025, and pharmacy expenditures totaled $1,176,703.72 across the same period. The current offender management system is JMS MobileTec, and pharmacy services are provided through Diamond. The jail is not currently accredited but the Parish desires to obtain NCCHC accreditation by the end of 2027.
