About this file

This is Addendum No. 1 issued by St. Tammany Parish Government in Covington, Louisiana, for Bid #26-40-2, the Nolan Road Phase 2 highway construction and roadway improvements project. The addendum, dated September 16, 2026, modifies the original bid requirements and adds Section 13 - Project Details to the bid package. The project scope includes subsurface drainage installation on both sides of Nolan Road, roadway widening, asphalt concrete overlay, driveway replacement, signage replacement, hydroseeding, and striping, with work encompassing clearing and grubbing, excavation and embankment, drainage pipe installation, pavement patching, and concrete drives. Sealed bids are due Tuesday, September 22, 2026, at 2:00 p.m. at the St. Tammany Parish Procurement Department office. Site visitation is mandatory for bidders. The contract term is one hundred twenty calendar days from issuance of the Notice to Proceed. All work must conform to the 2016 Edition of Louisiana Standard Specifications for Roads and Bridges.

The addendum addresses ten clarification questions submitted by potential bidders regarding tree removal, utility pole bracing, telephone pedestals, fence removal and replacement, existing catch basin removal, asphalt pavement overlay tie-ins, pavement patching locations, sewer tie-in details, use of excavated material as embankment, and concrete fiber reinforcement specifications. Contractors must obtain right of entry for any fence removal and replace fencing in like kind. Excavated material may be used as embankment if it does not interfere with compacted pipe backfill. Concrete specifications require macrofibers rather than microfibers. Bidders must submit proposals using the Louisiana Uniform Public Work Bid Form with unit prices for each line item and provide a 5% bid security guarantee. The successful bidder must deliver performance and payment bonds equal to 100% of the contract price within twenty days of the Notice of Award, and liquidated damages are assessed at $500 per day.
