About this file
This is an Addendum No. 2 issued by St. Tammany Parish Procurement Department for Quote #25-40-1, specifically for Sludge Removal from Cross Gates Treatment Unit #1. The addendum details a request for sludge removal services involving the removal of grit and solids from a treatment plant being decommissioned, with quotes due on Wednesday, July 2, 2025. The project involves a single mobilization to remove, haul, and dispose of materials at a permitted disposal site, with work limited to hours between 7:00 AM and 4:00 PM. The sludge will be removed exclusively from Cross Gates Treatment Unit #1, and contractors are recommended to conduct a site visit to understand the workspace constraints, as there is no designated laydown area and work will be performed in shared space with plant operators and onsite construction crews.
The addendum clarifies key operational details, including that this is a comprehensive removal, hauling, and disposal contract with no TCLP (Toxicity Characteristic Leaching Procedure) testing provided by the Parish. Contractors will need to work closely with plant personnel and manage equipment placement within limited space. The Parish has directed bidders to refer to section "4.23 – Termination" for additional terms and conditions. While specific pricing details are not included in this addendum, the document suggests that the contract will be awarded based on the contractor's ability to efficiently and effectively remove and dispose of the sludge materials from the treatment unit within the specified work parameters.

Addendum No.: 2
Quote#: 25-40-1
Project Name: Sludge Removal from Cross Gates# 1
Quote Due Date: Wednesday, July 2, 2025
QUESTIONS & ANSWERS:
Question 1. Does the Parish have a recent TCLP of the sludge.
Answer 1. No, this “sludge” is the remaining grit and solids in the treatment unit of a treatment plant in the process of being decommissioned.
Question 2. 2.2 of RFQ references section 5.30 of Terms and Conditions but that was not attached to the document.
Answer 2. Please refer to section “4.23 – Termination” for the referenced Terms and Conditions stated in section 2.2.
Question 3. Is this a haul and dispose of only contract? If yes see subpart below. If it includes dredging, dewatering, haul and disposal, go to questions number 3 and so forth.
Question 3a. Will it be done in 1 mobilization or will it be a call as needed?
Answer 3a. Yes, this is a removal from the plant, haul away, and disposal at a permitted disposal site. Theoretically, this is one mobilization as once the NTP is issued, the material will be removed, hauled, and disposed of, which would complete the scope of this contract.
