About this file
This is a Request for Information (RFI) issued by Lane County, Oregon's Department of Technology Services regarding multifunctional device (MFD) and copier management services. Lane County seeks information from qualified vendors capable of providing full-service management of the county's MFD/copier program, which currently consists of over 100 devices distributed across eleven departments and twenty facilities throughout the Eugene/Springfield metro area. The requested services encompass consulting services for hardware and service agreement analysis, lifecycle costing for acquisition options, optimal device placement and number analysis, device provision and maintenance support, supplies management, and annual program cost reporting with future forecasts. Responses to the RFI were due by Friday, November 3, 2023, at 2:30 PM PST and should be submitted to Shawn Hubbell, Procurement Manager, at shawn.hubbell@lanecountyor.gov. Responses are limited to twenty pages in Word or PDF format and must address all sixteen required information items, with items seventeen through twenty-nine being optional. The RFI explicitly states that it is for information and planning purposes only and does not constitute a solicitation or obligation to award a contract; however, the county may pursue negotiations with any supplier holding an applicable cooperative agreement.
The current MFD/copier inventory comprises approximately sixty percent Xerox brand equipment and forty percent Ricoh equipment, with roughly seventy-five percent of machines manufactured after 2018 and some equipment dating to 2010. The county serves over 380,000 residents with approximately 1,800 employees. Responders must identify any cooperative agreements held (such as NASPO ValuePoint, Sourcewell, or NCPA) and provide detailed information regarding equipment acquisition approaches, managed service methodologies, on-site support capabilities, device lifecycle management, compliance with environmental standards and Energy Star certification, data security protocols, and advanced printing/scanning/faxing features. All information submitted becomes public record under Oregon law and is subject to disclosure except for materials qualifying as trade secrets under ORS 192.345(2), with responders responsible for defending and indemnifying the county regarding exemption claims. The RFI represents Lane County's effort to evaluate available vendor options and service capabilities prior to making any formal procurement decisions.
