About this file

This document is an amendment to a solicitation for a federal contract opportunity. The Department of Education is issuing this Request for Quote (RFQ) as an unrestricted synopsis solicitation under NAICS code 611710 with a $24M size standard. The services required are to scale and strengthen Standards-in-Action (SIA) training and technical assistance resources and professional development for the Office of Career, Technical and Adult Education (OCTAE). The period of performance will be a 14-month base period with a 10-month option period. Quotes are due by May 22, 2024 at 10:00 am ET and the Government anticipates award in late Q3. This requirement builds on prior OCTAE initiatives, with the incumbent vendor being StandardsWork. The amendment addresses respondents' questions, including clarification that references are included within the 20-page limit, the first draft of certain deliverables, and the format of training evaluations.

Answer

This requirement is building on several OCTAE initiatives that are discribed in depth in the PWS.

Quotes are due on or before 5/22/2024 at 10:00 am ET.

This requirement is building on several OCTAE initiatives that are discribed in depth in the PWS.

StandardsWork is the vendor who completed the most recent OCTAE iniative in FY2018. (91990018C0040) The Government completed Market Research. It was determined that this needs to be an unrestricted solicitation.

The Goverenement anticipates the award of this solication in late third quarter.

The Government completed Market Research. On May 3, 2024 the Government posted a Combined Synopsis/Solicitation for this requirement. Quotes are due on or before 5/22/24 at 10:00 am ET.

Yes, the references should be included in the 20 pages.

The 20-page limit only excludes the cover page, table of contents, resumes, and letters of agreement from collaborators, Quality Control Plan and Staff Loading Chart. References would be included in the 20 pages.

The Department is not revising the current due date for quotes.

PAGE 6 OF 7 91990024Q00520001

The delivery of the first draft is included in the PWS, on page 9, though it was accidentally omitted from the overall schedule of deliverables, beginning on Page 28.

Toward the bottom of Page 9, the PWS states: "The contractor shall submit the first draft updated SIA Observing in Math Classrooms Training materials by the fourth month of the contractor."

Offerors should propose the time lengths, based on the expected time lengths articulated for Task 6 trainings.

Offerors should propose the time lengths, based on the expected time lengths articulated for Task 7 trainings.

The "lessons learned about how best to offer SIA trainings in ways that can digest the content and change their practices immediately" are revealed in the Task 4 requirement, that is, "...to use text-based, standards-aligned instructional lessons and activities to show real-life application of the key (instructional) shifts in classrooms."

It would depend on the design of the training but should be determined relative to other comparable SIA trainings.

The government will provide to the contractor the particpant trainig evaluation form.

The government will provide to the contractor the particpant training evaluation form.

Letters of commitment are not included in the 20 pages.

They are part of the Technical volume 2. See page 19 of the RFQ.

PAGE 7 OF 7 91990024Q00520001

The SIA Advanced-level Training Materials were removed and replaced.

The PWS is silent with regard to "effective standards-based instruction facilitated by use of educational technology to support increasingly varied modes of instruction within adult education." At this time, this is out of scope of the current requirement.
