1. Is there a pre-bid conference or any related event coming up in relation to this event?

Response: No, there is no pre-solicitation conference or any related event, or letter of intent, under this solicitation.

2. Can we utilize a table of contents in our proposal, and if so, would it be included in the page limitation totals?

Response: There is no requirement to include a table of contents in a proposal. If any offeror includes a table of contents, it would not be included within the page limit.

3. Would a for-profit small business owned by a United States 501(c)(03) non-profit organization be eligible to submit a proposal for this RFP?

Response: All proposals submitted to the ED/IES SBIR program are required to be a for-profit business that is U.S. owned and operated and less than 500 employees. Please view the solicitation and SBIR program eligibility requirements for additional requirements.

4. Is the budget and time frame of this contract for two full years or is it for a time period up to two years?

Responses: Phase II projects are for two years, hence the budget is for two years.

5. The solicitation requires that one of the researchers of an academic institution or non-profit education organization who originally created the evidence-based innovation must be a member of the small business team. Is a letter-of-commitment or some other form of participation statement from the researcher required in the submission?

Response: No letter of commitment is required from the academic institution or non-profit organization to verify participation of the researcher who originally created the innovation. The researcher can be named in the proposal narrative, identified and listed in the Key Personnel table, and must include a self-certification form within the proposal.

6. The solicitation states that areas of focus may include any level from pre-kindergarten to Grade 16. Can the Pilot Study research span both 9-12 and post-secondary level education?

Response: A pilot study could focus on any range within the guidelines of the solicitation.

7. Is a letter of agreement to participate in research (Section E) equally acceptable from either a K-12 or a post-secondary educational setting?

Response: Yes.

8. The solicitation states that innovations that are commercially deployed and available to education on a smaller scale are eligible. Do circumstances in which the innovation is used by only one or two instructors at a particular school, frequently as part of a pilot study generating little or no revenue, count against the 50 school limit?

Response: No, use of an existing innovation during prior pilot studies would not count as a commercial deployment.

9. We would like clarification on the level of rigor required to submit a Direct to Phase II grant. We do not have a comparison group study but have done feasibility, usability and have implementation data on students engaging in the program. We have a number of peer review publications on the project. Is that evidence adequate?

Response: Offerors will need to read through the RFP and decide if that is adequate evidence.
