Q/ A CIPP

Q: The instructions for the technical proposal indicate a page limit of 30 pages double-spaced. Given the number of content requirements, is 30 pages single-spaced an option?

A: Yes. We agree that there are many content requirements. We will accept technical proposals that are no longer than 30 pages, single spaced.

Q: Given the page limitations of the technical proposal, is it possible to put the project timeline in the appendix, and can we create additional appendices to supplement our vision of an approach?

A: Yes. You can include additional appendices no longer than 20 pages. The additional appendices may include timelines.

Q: In the second sentence under the “III. Technical Proposal” section on page 128, there is reference of a "sample research reports appendix.” What additional guidance can the department provide on these sample research reports?

A: “Sample research reports” should include any reports or other products that demonstrate a vendor’s experience relevant to Task 3: Conduct Broad-based, General TA Activities, including Product Development: Subtask 3.A Develop annual TA product. If a product is longer than 5 pages, please include the first 7 pages and weblinks to the full product or report. If you have more than 5 products or reports, please include the 5 most relevant and weblinks to the remaining products or reports.

Q: Should our budget for optional tasks include a unit price as well as a cost for the maximum number of activities listed under the optional task, or is a unit price sufficient?

A: The unit price is sufficient.

Q: Instructions for the Past Performance Volume require references on the “Contract Performance Information” form. We could not find a form labeled as such. Please provide the form or indicate the page number where it can be found.

A: The form is now included.

Q: Page 132 of the solicitation states: “Labor rates should be shown unloaded with separate columns showing the application of indirect and escalation rates, leading to a loaded labor rate. Either within the chart or in notes below, the percentage indirect rate (e.g., X% for General and Administrative (G&A)) should be disclosed.“ As this solicitation was issued under the GSA contract vehicle, will the Department accept a copy of the Authorized Federal Supply Schedule Price List in lieu of a raw rate buildup?

A: Yes. That is allowed.
