THE NATIONAL COOPERATIVE EDUCATION STATISTICS SYSTEM

BASIC PARTICIPATION

Performance Work Statement April 1, 2020 through March 31, 2025

I. Purpose

The purpose of this Contract is to contribute to the goal of developing comparable, uniform and timely education statistics across states and for the nation as a whole, as described in the statement of purposes for the National Cooperative Education Statistics System established by P.L. 100-297. Section 157 of ESRA (Cooperative Education Statistics Systems) authorizes NCES to “establish 1 or more national cooperative education statistics systems for the purpose of producing and maintaining, with the cooperation of the States, comparable and uniform information and data on early childhood education, elementary and secondary education, postsecondary education, adult education and libraries, that are useful for policymaking at the Federal, State and local levels.” A significant portion of the elementary and secondary education data used for policymaking is collected through EDFacts, the Department’s prescribed approach for States to comply with reporting requirements for program monitoring and performance reports under 34 CFR 76.720:

“A state must submit these reports in the manner prescribed by the Secretary, including submitting any of these reports electronically and at the quality level specified in the data collection instrument. Failure by a State to submit reports (as prescribed) constitutes a failure . . . to comply substantially with a requirement of law applicable to the funds made available under that program” (34 CFR 76.702(c)(1)-(2))

EDFacts data collection in each State is managed by an EDFacts Coordinator who interprets data questions and provides information from State defined systems. The Department needs their expertise in collaborative, face-to-face meetings to reliably assess the quality of data reported, to ensure that submissions comply with 34 CFR 76.702(c), and to improve the Department’s data collections.

The National Cooperative Education Statistics System was established by the Hawkins- Stafford Education Improvement Amendments of 1988 (Public Law 100-297) to produce and maintain uniform educational data and information. To assist in meeting this goal, the National Center for Education Statistics (NCES) established the National Forum on Education Statistics to improve the collection, reporting, and use of statistics on elementary and secondary education. To this end, the Forum may consider issues, recommend study, inform policy and program development, provide direction for research and evaluation, and bring to the attention of relevant parties any information that

PAGE 9 OF 36 91990020R0015

contributes to the accomplishment of the mission. Forum members consist of federal and state education representatives who work through the Cooperative Education Statistics System in a voluntary, democratic, participative federal- state group that identifies education data needs and recommends broad strategies to address these needs. This policies and procedures manual reviews the objectives and operation of the Forum in the following sections: (1) "Functions and Objectives"; (2) "Participation"; (3) "Organization"; (4) "Governance"; (5) "Discussion of Issues, Resolutions, and Reports"; (6) "Meeting Schedule"; and (7) "Funding." Activities take place within the Forum as a whole, the Steering Committee, the three standing committees, and additional subcommittees and working groups, but the entire Forum meets once a year. Forum activities are funded through the NCES.

Mutual, voluntary participation by the state education agencies (SEAs) is necessary if the Cooperative System is to produce a national data agenda, identify training needs, develop standards for data and data systems, and address those other activities that fall within its mandate. This Task Order is intended to support (although not completely defray the costs

of) activities that will enable SEAs to designate representatives to the Cooperative System who can speak for state interests, provide recommendations about Cooperative System activities, and initiate action at both the state and national levels to further the Cooperative System's goals.

II. Period of Performance

The performance period shall be from April 1, 2020 through March 31, 2024.

III. Background

These activities shall:

• Promote the Cooperative System's goals of comparable, uniform and timely education data at the state level by designating a State Liaison for the Cooperative System and SEA staff as coordinators for specific data collection activities, and by establishing a contact to secure participation in individual state submissions to the National Center for Education Statistics.

• Promote the Cooperative System's goals of comparable, uniform and timely education data at the national level by participating in conferences, planning activities, and the evaluation of the Cooperative System's effects upon national data capabilities.
