Statement of Work (SOW)

1. Introduction

The purpose of this acquisition is to obtain support services for the US Department of Education (DoED), Facilities Services (FS) Division. The contractor will provide the following services as part of an overall program to augment the federal workforce at the Department: space planning, facility design intent and concept drawings and documents, furniture planning, relocation planning, budget support services, statement of work development, cost estimating, change management planning, communications support to include web design and other methods, and various other analytical support services.

2. Background

FS provides high quality physical work environments for DoED employees. DoED occupies space in three buildings in the Washington, DC metropolitan area and 20 buildings in locations throughout the United States and Puerto Rico with approximately one million square feet under lease. FS is responsible for planning, establishing, directing, controlling, and implementing policy, standards and procedures governing all aspects of facilities services. These services include but are not limited to: space planning and management, facility management, rent management, facility service calls, personnel and furniture moves, furniture acquisition and disposal, warehouse management, and property management and inventory.

3. Scope of Services

3.1. Space Planning Support. The contractor shall perform all facets of space planning from information gathering, developing Programs of Requirements, conducting employee space assessment and interviews, developing scopes of work, preparing Design Intent Drawings (DIDs) in AutoCAD, and review of A/E’s construction documents to ensure DoED’s requirements are properly implemented. This task also includes; development of 35% Construction Documents (CD), and Scopes of Work suitable for submission to GSA or DoED’s contracting group; and participating in progress reviews until completion of 100% CDs. Specific tasks include but are not limited to:

3.1.1. Provide space planning services to include furniture planning, design, layouts, finish selections, and etc.

3.1.2. Conduct field surveys and verify existing and proposed DoED-occupied spaces.

3.1.3. Update AutoCAD drawings to reflect findings from field surveys.

3.1.4. Maintain floor plans and CAD library for all DoED-occupied buildings.

3.1.5. Provide various space design options for new and/or reconfigured space.

3.1.6. Provide systems furniture drawings with detailed specifications of components.

3.1.7. Review space designs for compliance with building codes, Americans with Disabilities

Act, DoED’s Collective Bargaining Agreement and Space Directive.

3.1.8. Create Design Intent Drawings (DIDs) and concept drawings for space layouts. Review and comment on DIDs and Construction Drawings (CDs) submitted by the General Services Administration (GSA) and/or outside contractors.

3.1.9. Conduct data analysis and ad hoc reporting to support the search for better, more efficient ways to manage and utilize space.

3.1.10. Prepare cost estimates, inclusive of material and labor to fabricate elements presented in accepted and approved architectural renderings/designs. Estimates provided shall be utilized as an independent government cost estimate and be in Construction Specifications Institute (CSI) format.

3.1.11. Provide support in the closeout of projects by auditing all files and ascertaining that all the required documents are in place. This includes, but is not limited to, payments, warranties, change orders, punch lists, cost reconciliations, etc.

3.1.12. Develop numbering schemes and wayfinding signs for new space to include workstations, offices, special spaces, suites, etc. Provide designs for directional signage and directory boards. Assist with creating an acquisition package for signage procurement.

3.1.13. Generate custom reports from space plans.

3.1.14. Record minutes of project/budget meetings and provide electronic copies to the COR and/or designated FS PM within 48 hours of meeting.

3.1.15. Assist DoED with developing new space, furniture, fixtures & equipment standards.

3.1.16. Other space planning duties as needed.

3.1.17. Review CDs and verify that drawings comply with Americans with Disabilities Act (ADA) guidelines.

3.1.18. Conduct research and provide recommendations on support items such as wastebaskets, clocks, coat hangers, appliances, etc.

3.1.19. Research and recommend artwork and other decorative items as required to support the intent of design.

3.2. Project Management (PM) Support. The Contractor shall provide Project Management and construction oversight services when needed for projects ranging in size from several thousand dollars to multi-million dollar tenant fit out and relocation projects. This effort includes development of project charters, drafting scopes of work, creating risk management plans, developing schedules, creating estimates, overseeing move coordination, working with and coordinating security and IT equipment installation, and other related services. Specific tasks

3.2.1. Monitor daily construction progress in relation to the contractor’s adherence to schedules and ensure construction is performed in accordance with approved construction drawings.

3.2.2. Conduct regular site inspections during construction; apprise GSA representative and FS of non-conforming work and steps required to correct same.

3.2.3. Initiate and coordinate work plans for unexpected conditions which interfere with construction.

3.2.4. Assist with the timely development of construction costs.

3.2.5. Review completed construction drawings and cost proposals for compliance to DoED requirements. Verifies accuracy and reasonableness.

3.2.6. Develop and coordinate DoED project schedule with overall construction schedule.

3.2.7. Develop and maintain overall schedule related to all DoED activities, and participate in internal team meetings, construction meetings or other project-related meetings.

3.2.8. Provide status reports and executive briefings as required.

3.2.9. Initiate and support coordination efforts related to outstanding items, i.e. security, information technology, furniture, interior signage, etc.

3.2.10. Review submittals, change orders, and Requests for Information (RFI) and submit recommendations on findings.

3.2.11. Review requests for changes, provide scopes and estimates, and complete documentation for changes. Participate in change negotiations when needed.

3.2.12. Develop cost estimates and schedules.

3.2.13. Review specifications, cut sheets, shop drawings, millwork drawings, etc., and make recommendations for changes, approvals or other action as needed.

3.2.14. Develop construction punch lists and follow up to ensure that all items on the list are resolved.

3.2.15. Verify that the design of all conference/training rooms have adequate lighting, lighting controls, sound attenuation, heating and ventilation, AV equipment and peripherals.

3.2.16. Provide cost negotiation support by evaluating cost proposals submitted by the Agency of Record (AOR), the Lessor and/or the Construction Manager (CM). Determine if cost proposals are reasonable and makes recommendations on approval/disapproval.

3.2.17. Coordinate deliveries and oversee installation of furniture and equipment.

3.2.18. Develop detailed project schedules from project initiation through occupancy.

3.2.19. Review the CDs and verify their compliance with the DIDs from an architectural, mechanical, electrical and plumbing (MEP) and furniture standpoint.

3.2.20. Review specifications, cut sheets, shop drawings, millwork drawings, etc., and make recommendations for changes, approvals or other actions as needed.

3.2.21. Prepare responses to all requests for information (RFI) initiated by the AOR, the CM, the

Lessor, and the General Services Administration (GSA).

3.2.22. Perform site visits during construction to ensure compliance with the CDs. Acts as liaison for the Government ensuring overall project compliance.

3.2.23. Review completed construction drawings and cost proposals for compliance with DoED requirements. Checks for accuracy and reasonableness.

3.2.24. Develop construction punch lists and follow up to ensure that all items on the list are resolved.

3.2.25. Develop a phase plan for staff relocations and assists with the logistics.

3.3. Move/Relocation Management. DoED employs a fulltime move management firm to provide moves within the DC Metro, NY, and Philadelphia areas. Moves outside these areas are performed by separate contract. The contractor will be responsible for the development of scopes of work, estimates, and oversight of the moves. This includes but is not limited to items such as communications plans for employees, oversight of the activities leading up to (but not

including) oversight of the physical move, and after move customer care. On moves of more than 25 personnel, the above services may be required within the DC/NY/PA regions. Specific tasks include but are not limited to:

3.3.1. Receive and process client move requests.

3.3.2. Develop scope, schedule, and budget for each move project. Establish relocation project goals and objectives, maintaining accurate records.

3.3.3. Plan and manage moves up to 1,000 employees at a time.

3.3.4. Participate in planning meetings, prepare minutes, capture change requests and monitor progress of move activities.

3.3.5. Verify that all permits have been obtained.

3.3.6. Develop an inventory of all DoED-owned equipment, furniture, etc., that will not be relocated and coordinate with the FS Property Manager to schedule disposal.

3.3.7. Prepare various RFP’s for contractor services required to support move projects.

3.3.8. Develop a phase plan for relocating staff to the new location.

3.3.9. Prepare/update project status reports, review invoices, coordinate timely payment, update tracking reports and maintain files for due diligence and financials.

3.3.10. Assist with the relocation of DoED-owned equipment. Works with appropriate DoED staff to identify the vendors or maintenance contractors for all equipment or systems that must be relocated.

3.3.11. Assist with procuring and managing move labor, including vendor/contractor bidding process, proposal evaluation and providing selection recommendations to the client.

3.3.12. Proactively manage project-related issues.

3.3.13. Ensure that move management activities are performed consistent with policies and procedures.

3.3.14. Coordinate with CAFM Subject Matter Expert to develop move plans, maintain occupancy information ensuring data accuracy.

3.3.15. Demonstrate proactive focus on meeting project requirements and client expectations on time and in a cost-effective manner.

3.3.16. Incorporate “best practices” into relocation projects.

3.3.17. Request all the maintenance manuals, warranties, guarantees for all DoED-owned equipment and systems. If training is required, the Contractor shall make sure that staff is trained on the use of the equipment and systems and that all training manuals are provided by the vendors or manufacturers.

3.3.18. Prepare a Move Package with detailed packing and move instructions for staff moving to the new site.

3.3.19. Prepare an Orientation Handbook with information about the new office space. The handbook must include general building information, local transportation, restaurants within walking distances, etc.

3.3.20. Perform close-out activities, auditing all files and ascertaining that all the required documents are in place. Confirm that payments, warranties, training, change orders, punch lists, cost reconciliations, release of retentions, etc., are complete. Provide a final report to the FS PM when close-out activities are complete.

3.4. Real Estate Portfolio Management Services. FS, as part of its management of the Department’s real estate portfolio, is charged with complying with OMB’s Reduce the Footprint directive. All DoED leases are evaluated either at time of renewal, or in some cases if the opportunity presents itself during a lease, for the most efficient use of space. This includes “right sizing” spaces to comply with DoED, GSA, and other space directives. The contractor will be responsible for the development of plans and designs that meet these goals while simultaneously ensuring that the Department’s staff have modern and user-friendly office spaces that meet the Department’s mission needs. Specific tasks include but are not limited to:

3.4.1. Provide support for the management and oversight of DoED Modernization Projects in headquarters and regions.

3.4.2. Develop a plan for meeting the requirements of Office of Management and Budget

(OMB) Memorandum M-12-12, Section 3: Reduce the Footprint, to reduce the total square footage of the department’s current office and warehouse space.

3.4.3. Prepare the annual Real Property Efficiency Plan to clearly show the department’s progress in reducing its overall footprint.

3.4.4. Develop and maintain project schedule(s) for all activities related to DoED Modernization Projects. Coordinate the DoED project schedule with the overall construction schedule.

3.4.5. Aid DoED during review and evaluation of potential buildings to determine the level of compliance with the program of requirements (POR) and Interagency Security Committee (ISC) requirements and suitability with the agency.

3.4.6. Assist with the initial market survey of potential buildings to determine whether the site meets the basic requirements and needs of the agency.

3.4.7. Provide test fit drawings on the best fit of the POR into the selected building.

3.4.8. Attend and participate in planning and construction meetings.

3.4.9. Provide assistance and support with the timely development of construction drawings (

CDs).

3.4.10. Participate in meetings with the Architect of Record (AOR) to exchange information about the DIDs and construction drawings (CDs).

3.4.11. Provide cost negotiation support by evaluating cost proposals submitted by the AOR, the Lessor and/or the Construction Manager (CM). Make recommendations on payments, etc.

3.4.12. Provide status reports and executive briefings.

3.4.13. Prepare ad-hoc reports as required by OMB and GSA.

3.5. Communications Support. The contractor will be responsible for communication efforts for FS.

This includes updating and maintaining the FS webpage on the Department’s website, creating communication plans for moves, creating flyers and brochures for new and existing building locations which outline items such as amenities and services, and development of briefings for communications to management and others on the FS program. Specific tasks include but are not all inclusive:

3.5.1. Develop, coordinate, manage, and evaluate outreach and communications strategies, plans, and activities.

3.5.2. Review communication products for clarity, effectiveness, and alignment with image and messaging.

3.5.3. Work with FS team members and agency representatives to create persuasive messages for all media types.

3.5.4. Provide analysis and recommendations for development and implementation of an effective communications program.

3.5.5. Perform a wide variety of graphics/illustration activities to produce brochures, briefings, displays, and other materials. Perform all aspects of graphics/illustration projects from conceptualization and development to final presentation.

3.5.6. Provide design and layout for high quality and print-ready communications and outreach materials.

3.5.7. Research and write reports and other documentation, requiring minimal editing or correction.

3.5.8. Prepare graphics and other design elements for websites, printed material, and electronic displays.

3.5.9. Coordinate with the department’s Web Master to upload information to websites.

3.5.10. Research, write, and edit newsletters, pamphlets, feature articles, and web content.

3.5.11. Develop complex documentation and reporting using advanced features of PowerPoint, Excel, Adobe Creative Suite, and Visio.

3.5.12. Develop and maintains 508 compliant documents.

3.5.13. Develop programmatic briefings for presentation to leadership.

3.6. Change Management. The contractor will be responsible for development of change management strategies for the Department’s leasing and facilities management programs. This includes developing strategies and objectives, methodologies, data gathering and analysis, other change related activities, schedules, milestones, and costs to implement. Specific tasks

3.6.1. Develop end-to-end project schedules with sufficient detail to allow the Department to plan for all activities within the schedule. The activities include but are not limited to;

budgeting, move management, IT installation, and etc.

3.6.2. Conduct workplace analyses by meeting with various parts of the organization to collect data and assess requirements.

3.6.3. Develop and present business case analyses based on data gathered by the government or the contractor.

3.6.4. Meet and coordinate project requirements with DoED’s information technology staff.

3.6.5. Meet and coordinate with DoED’s records management staff for records (files) consolidation and/or disposal.

3.6.6. Develop announcements, newsletters and/or similar documents to advertise and explain all aspects of the workplace transformation.

3.6.7. Devise plans for interviewing, surveying, and questioning DoED staff to solicit their comments, criticisms, and suggestions regarding workplace transformation.

3.6.8. Devise plans for winning employee buy-in and minimizing resistance to the upcoming changes.

3.6.9. Oversee implementation of changes and monitors progress.

3.6.10. Schedule and lead group meetings to explain what employees can expect during the workplace transformation.

3.6.11. Provides bi-weekly reports on the progress of all activities.

3.6.12. Develop a report that details “lessons learned” for each project.

4. Personnel: Required Knowledge, Skills, Abilities, and Staffing

4.1. The contractor will provide staff fully capable of independently providing the services outlined above. Expected levels of expertise for staff are outlined in the matrix below. Key personnel, annotated with a “K”, are those employees proposed by the contractor who must be on the staff at the time of initial performance. Failure to provide those staff members, or to have a substitute approved by the government, will result in immediate termination of the contract.

The contractor must receive approval from the government for any proposed replacement of a key staff member throughout the term of the contract. Other staff members may be substituted at the contractor’s discretion.

4.2. In addition to those annotated in the table below, the following skills must be specifically addressed in the contractor’s proposal.

4.2.1. Working knowledge of the Computer Aided Facilities Management (CAFM) software, ARCHIBUS.

4.2.2. Working knowledge of Computer Aided Planning (CAP 2020) software.

4.2.3. Working knowledge of AutoCAD (most current version), with experience in space planning and construction document development.

4.2.4. Knowledge of Building Owners and Managers Association (BOMA) standards.

4.2.5. Ability to read and interpret design drawings.

4.2.6. Ability to use Adobe Photoshop, InDesign, or equivalent.

4.2.7. Ability to use Microsoft Office, specifically Project, Excel, Word and PowerPoint.

4.2.8. Working knowledge of GSA’s Reimbursable Work Authorizations (RWA), Rent, IPAC and other billing processes.

4.2.9. Working knowledge and experience with GSA’s Exhibit 54, a tool used to assist agencies in completing their space budget justifications.

4.2.10. Working knowledge of GSA’s EReta RWA tool.

4.2.11. Experience with scope development and cost estimating.

4.3. The government recognizes that estimating personnel staffing for this type of work is difficult to quantify and is providing the following matrix and general notes for estimating purposes only. The contractor should focus on the skills required to perform the work. The position titles may be substituted and combined (except the key personnel) at the contractor’s discretion. It is the contractor’s responsibility to make its own determination as to the number of staff and proper mix of skill sets it chooses to execute this SOW.

4.3.1. Based on previous years’ workload, the estimated level of effort is 20,680 hours annually.

4.3.2. The contractor must provide coverage from 7:30 am until 5:00 pm each office workday, Monday through Friday, excluding Federal holidays. The location will be at the Lyndon Baines Johnson (LBJ) Department of Education headquarters building located at 400 Maryland Avenue, SW, Washington DC 20202, and the Potomac Center Plaza (PCP) building located at 550 12th Street, SW Washington DC 20024.

4.3.3. Hours may be staggered to achieve the required coverage period. Some work may be completed off-site as appropriate. However, there must always be a minimum of two staff members on-site. The on-site staff must be able to complete space planning and analytical/financial support services.

4.3.4. Dedicated on-site staff are required and each proposed position should be at a level the contractor deems appropriate to adequately perform the tasks in this SOW.

Indefinite Delivery Indefinite Quantity (IDIQ) Contract Terms and Conditions:

1) Description of the IDIQ: The purpose of this acquisition is to obtain support services for the US Department of Education (DoED), Facilities Services (FS) Division. The contractor will provide the following services as part of an overall program to augment the federal workforce at the Department: space planning, facility design intent and concept drawings and documents, furniture planning, relocation planning, budget support services, statement of work development, cost estimating, change management planning, communications support to include web design and other methods, and various other analytical support services.

2) Extent of obligation: The Government is obligated only to the extent of authorized orders actually made under the IDIQ.

3) Purchase limitation: The dollar limitation for each individual order under the IDIQ shall be $4 million. The IDIQ’s ceiling for all orders is $15 million, with a minimum guarantee of $1 million.

4) Individuals authorized to order under the IDIQ: The individuals authorized to order under this IDIQ include any contracting officer for the U.S. Department of Education with an official warrant.

5) Invoices: An itemized invoice for each active task order shall be submitted at least monthly or upon expiration of the task order, for all deliverables made during a billing period and for which payment has not been received. All invoices under this agreement shall contain the following minimum information:

i) Name of supplier.

ii) IDIQ number.

iii) Date of deliverable submission.

iv) Task Order number.

v) Itemized list of services furnished.

vi) Quantity, unit price, and extension of each item, less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information).

vii) Period of performance covered by the invoice.

6) Ordering Period: The ordering period for the IDIQ is one 12-month base period (from date of award) and four 12-month option periods.

Each individual order will have its own period of performance which shall not exceed 60 months.

C.3 Task Ordering Procedures

TASK ORDER PROCEDURES

This clause shall be applicable to all orders issued under this Indefinite Delivery Indefinite Quantity (IDIQ) contract. Any services to be furnished under this IDIQ will be ordered by issuance of orders. Orders shall be issued in accordance with the procedures specified in this clause. Orders will be issued on a firm-fixed price basis. The maximum ordering ceiling for each individual order is $4 million. The IDIQ’s ceiling for all orders is $15 million. In addition:

(a) Only a Contracting Officer (CO) has the authority to issue an order under this IDIQ;

(b) This IDIQ is for the use of the U. S. Department of Education (Department);

(c) All orders are subject to the terms and conditions of the IDIQ. In the event of a conflict between an order and the IDIQ, the IDIQ shall take precedence.

(d) No work shall be performed, and no payment will be made except as authorized by an order;

(e) The Government intends to use electronic commerce methods to the maximum extent practicable for orders. Each request for an order will be sent electronically to the contract administrator of the single IDIQ awardee.

(f) Orders will be issued by the CO in accordance with the procedures specified in this clause;

(g) The contractor will be provided with a Statement of Work, Schedule of Deliverables, and other additional instructions as needed for each individual task order to be issued under this IDIQ. Proposals shall be due ten (10) working days from the date of the request, unless otherwise stated;

(h) The contractor shall be required to submit separate technical and business proposals for that specific order;

(i) The Contractor is allowed and encouraged to offer discounts off of their pricing schedules.

(j) The Contractor must delineate which portions of the order shall be performed by the prime contractor and the subcontractor(s) (needed only if subcontractors are proposed) respectively;

(k) Each finalized order will be signed by the CO as a single party instrument, not requiring the Contractor's signature. The Contractor's acceptance of each order shall be presumed by its commencement of work called for therein. The Contractor is cautioned to observe the following instructions:

(1) If the Contractor finds any order unacceptable for any reason, it shall contact the CO within 24 hours after receipt of such order and not begin the work required therein until the problem has been resolved;

(2) The Contractor shall not accept any order that exceeds the maximum amount of the $4 million threshold, or which requires the base period start of performance beyond the IDIQ termination date, unless approved by the CO. Orders whose base period of performance start in

advance of the IDIQ termination date may have option periods exercised past the termination date;

(l) Each finalized order will contain the following:

1. Project title;

2. Date of award;

3. Contract number;

4. Order number;

9. Key personnel designation;

10. The SOW for the order including a schedule of deliverables (the Contractor's proposal for the order shall be incorporated by reference); and

(m) In the event any task is so urgent that time cannot be allowed to issue an order in writing, the CO may provide oral authorization for the Contractor to proceed. In such an event, the CO will identify the contract number, the order number, and state the cost. Oral authorization will be confirmed in writing through the issuance of an order.
