About this file
This document is a Change Order Notice from the Chief Procurement Office for General Services for the Illinois State Toll Highway Authority (Tollway). It provides details on the amendment to contract RR-16-9196 for Aerial Mapping Services on an upon-request task order basis. The original contract was awarded to Quantum Spatial Inc. (now NV5 Geospatial, Inc.) in February 2018 for $1,500,000 and was set to expire on February 28, 2023. This amendment extends the contract by one year to February 28, 2024. The contract has been used to collect high-resolution Digital Elevation Models and 2-ft contours for as-built surveys on the I-90 and Elgin-O'Hare corridors, as well as to provide design-level LiDAR survey information for design projects. The Tollway requires this data, which is dependent on weather and seasonal conditions, to support ongoing and future design work, particularly on the I-490 Elgin-O'Hare corridor project. NV5 Geospatial has the personnel and experience to quickly collect the necessary data within the restricted airspace around O'Hare airport.

| thedetails: The Illinois State Toll Highway Authority is giving notice to amend contract RR-16-9196 with NV5 Geospatial, Inc formerly Quantum Spatial Inc. This professional services contract provides aerial mapping services on an upon-request task order basis. Contract RR-16-9196 was advertised in Professional Services Bulletin 17-3 on 03/28/2017, IPB#22040481. The contract was awarded by the Tollway Board to Quantum Spatial Inc. on 02/22/2018 via board resolution #21493 in the amount of $1,500,000.00. NTP was issued on 3/7/2018 and the current contract expiration date is 2/28/2023. This amendment extends the contract by a period of one year to 2/28/2024. |
This upon-request aerial mapping contract was originally intended to provide aerial mapping and photogrammetry for as-built surveys system wide. We have used this contract to collect as-built data for projects on the I-90 and Elgin-O’Hare corridors that involve high resolution Digital Elevation Models (DEMs) and 2-ft contours. To be able to get DEMS they are dependent on the weather, clear skies and the trees must be bare. Without those circumstances and it would be hard to get the data that is requested. They are not behind on their project but there is very small window where they are able to complete the tasks that are assigned to them.
There are other projects that are pending completion for which this type of data will be collected. Also, this contract is used to provide design-level lidar survey information for design projects. With that they still under the guidance of the weather and seasons. Future design projects are anticipated which will require lidar data. Design work has been extended due to CDA coordination on the I-490 Elgin-O’Hare corridor.
Quantum Spatial has conducted aerial acquisitions within the severely restricted airspace in and around the O’Hare airport. They have the personnel and experience to activate quickly to collect design level lidar data needed to work at O’Hare and keep I-490 projects on schedule.
