About this file

This is a Scope of Work document for Request for Proposal #9140 issued by the City of Denton, Texas, for the installation and commissioning of a Distributed Control System (DCS) and Human Machine Interface (HMI) system for three 60,000-gallon storage tanks at the Denton Energy Center located at 8161 Jim Christal Road, Denton, Texas 76207. The project encompasses procurement, installation, and commissioning of DCS and HMI system communication, including installation of instrumentation components such as level transmitters, temperature elements, pressure indicators, limit switches, DCS I/O modules, power and control cables, and calibration of all furnished instrumentation. The contractor must provide detailed routing and installation drawings, device lists, one-line diagrams, raceway details, and instrument wiring documentation. Work must comply with current laws, ordinances, regulations, and applicable codes and standards, and must be coordinated with the existing DCS supplier, specifically Wartsila. The facility operates 24/7, and the City will select a primary vendor based on ability to deliver services within a reasonable timeframe, criticality of equipment being in service, and past performance with the City of Denton.

The RFP evaluation utilizes a weighted scoring methodology with four equally distributed factors: Deliver/Project Schedule (30%), Compliance with Specifications, Quality, and Reliability (30%), Indicators of Probable Performance including past vendor performance and financial resources (20%), and Price and Total Cost of Ownership including installation, life cycle costs, and warranty provisions (20%). Due to the unknown nature of the work, the City will consider hourly pricing in its evaluation, though pricing will not be the sole determining factor. The contractor is responsible for all materials, spare parts, maintenance tools, cable identification, circuit installation records, and quality system compliance. The contractor must obtain written approval from the Purchaser for any technical deviations to contract documents and submit repair procedures for approval prior to implementation. All work performed must not void existing manufacturer guarantees or warranties. The contractor shall provide reasonable access to the Purchaser's representative for inspections, assessments, and quality audits at any time during the installation process without cost to the City.
