About this file

This document is an Invitation for Bids (IFB) issued by the State of Utah Division of Purchasing and the State of Utah Division of Wildlife Resources for the Hogs Heaven Mastication project (Solicitation #AS21-89). The project involves wildlife habitat improvement through mechanical removal and shredding of pinyon and juniper trees and saplings across approximately 1,577.2 acres located 13 miles northwest of Mt Carmel, Utah. The solicitation was open from 9/28/2020 to 10/6/2020, with bids restricted to contractors on the current Utah Rangeland PreQual List. The contract requires a minimum of six mobile, tracked or wheeled mechanical mulching/shredders (Bullhogs) with fully-qualified operators, and must be completed by March 31, 2021, with no contract time extensions permitted.

The bid was awarded to Brushwacker, Inc. as the lowest responsive bidder. Participation was limited to prequalified contractors, and bidders were required to furnish labor, equipment, supervision, transportation, and operating supplies. The project involves chipping, shredding, or mulching all pinyon and juniper trees within designated treatment areas, with specific requirements for stump height, limb removal, and mulch depth. Contractors must wash equipment before entering and exiting project lands to prevent the spread of noxious weeds, and provide two warning signs for the work area. No government property was to be furnished, and the contract would result in a single purchase order awarded to the lowest cost responsive and responsible bidder.
