About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Selective Service System (SSS) National Headquarters on June 3, 2026. The amendment modifies contract 90MC0026R0004001 effective June 3, 2026, to add file attachments and clarify contract requirements.

The primary change involves adding a "PWS Website Modernization2.docx" file attachment that outlines a comprehensive website modernization project for SSS. The contractor is required to deliver six main parts: (1) website redesign and user interface improvements; (2) compliance requirements ensuring federal and legal standards for security, accessibility, privacy, and digital service delivery; (3) automatic registration readiness capabilities integrating with SSS web applications; (4) user acceptance testing (UAT) and project oversight to confirm functionality and mission alignment; (5) operations and sustainment providing ongoing collaborative support, training, documentation, and communication; and (6) an optional operations testing program for secure experimentation and operational evaluation. The contractor must deliver a final Project Plan within 10 calendar days of contract award. Specific compliance requirements include providing FedRAMP-authorized cloud Azure infrastructure with multi-AZ/high availability architecture, virtual Private Cloud (VPC) configuration, Web Application Firewall (WAF)/VPN access, automated code build and deployment pipelines, secure website login functionality, URL redirection for legacy link preservation, and built-in security controls to protect against unauthorized activity and emerging threats.
