The solicitation is for an indefinite quantity, 24-month term contract where vendors will provide permitted and released habitat conservation credits on an as-needed basis. The bid is due on June 16, 2025, at 8:00 AM EST, with a public bid opening at 9:00 AM the same day.
The bid allows multiple vendors to provide conservation bank credits, with purchases to be made from the lowest responsive bidder(s) to meet project mitigation needs. Vendors must have a valid Conservation Bank Agreement from the U.S. Fish and Wildlife Service and provide documentation demonstrating credit availability. The Department will purchase credits based on the lowest cost per credit, with the flexibility to use excess credits on future qualifying projects. No specific funding source is explicitly stated, but the solicitation indicates federal funds will be used. Bidders must be registered in the MyFloridaMarketPlace system and comply with various state requirements, including drug-free workplace certification and scrutinized companies lists verification.

Purchase of Species Habitat Conservation Credits to Offset Sand and Bluetail
Mole Skink Habitat Impacts
The Vendor shall provide permitted and released Species Habitat Conservation Bank Credits to offset impacts to sand skink and bluetail mole skink habitats associated with the Department’ Moving I-4
Forward projects and subject to the technical specification outlined herein. This is an indefinite quantity contract whereby the Vendor agrees to furnish species habitat conservation bank credits on an as-needed basis to meet the Department’s mitigation needs on a per project basis at the specified bid price. The Department does not guarantee any specific quantity of species habitat conservation bank credits to be purchased.
The Vendor must meet the minimum criteria listed below:
1. The conservation bank must have the type of species credits it is specifically bidding on released and available for sale at the time of bid. The Department will purchase credits by purchase order as needed to meet project needs.
2. The Vendor must possess a valid Conservation Bank Agreement or other written verification from the United States Fish and Wildlife Service (USFWS) demonstrating the species credit satisfies the project’s mitigation needs. The Vendor shall provide copies of the banking authorization (Conservation Bank Agreement/Permit) and current associated bank ledger to the Department at the time of submittal of its bid. The Department reserves the right to coordinate with regulatory agencies to verify this information.
3. Prior to purchase the Vendor shall also provide a copy of its current bank ledger so the number of credits available can be verified.
a. The conservation bank service area must be able to satisfy USFWS requirements for the identified project. Alternatively, a Vendor can provide written verification from the USFWS that its credits are acceptable to offset species impacts for the identified project.
b. The conservation bank must have the appropriate type of species credits released and available for sale at the time of purchase.
At this time, the Department has identified five (5) projects for which Species Habitat Conservation Bank Credits may be purchased under the resulting contracts.
The actual quantities of Species Habitat Conservation Bank Credits needed for each of these projects are unknown at this time. The Department will issue Purchase Order(s) for the purchase of Species Habitat Conservation Bank Credits at such time as the exact quantities are known.

The Vendor shall bid using the included BID SHEET. Each bid sheet is limited to species habitat conservation credits from a single conservation bank. The prospective Bidder shall provide a bid price on Table 1 of the Bid Sheet for the type of Species Habitat Conservation Bank Credits. The prospective Bidder is not required to be able to provide all the Species Habitat Conservation Bank Credits needed.
Due to the limited nature of Species Habitat Conservation Bank Credits, the Department may award multiple bidders that can provide Species Habitat Conservation Bank Credits meeting the Department’s needs. The Department will issue Purchase Orders to meet project needs to the lowest responsive bidder(s) with Species Habitat Conservation Bank Credits available.
The Department’s intent is to purchase Species Habitat Conservation Bank Credits by purchase order from the lowest bidder or lowest combination of bidders to meet the needs of each project. Purchases will be made for Species Habitat Conservation Bank Credits based on the lowest cost per Species Habitat Conservation Bank Credit. If a low bidder cannot meet the entire mitigation need for a project, the Department may purchase the remainder from higher bidders as needed to fulfill the total project need. For each subsequent purchase, the Department reserves the right to purchase available Species Habitat Conservation Bank Credits from the lowest bidder and proceed in order of price proposals to determine the best value for the state.
To the extent the Species Habitat Conservation Bank Credits purchased by the Department exceed the number of actual Species Habitat Conservation Bank Credits needed for a given project, the Department reserves the right to use any excess Species Habitat Conservation Bank Credits for its use on future qualifying projects. The Bidder/Vendor will aid the Department by properly updating its ledger(s) and assist as necessary to update regulatory ledger(s) to reflect actual species habitat conservation bank credits used and documenting the remaining Species Habitat Conservation Bank Credits available for use by the Department. The Bidder/vendor shall not sell these excess mitigation credits reserved for the benefit of the Department to any third party.
The Department may, at its sole discretion, purchase additional Species Habitat Conservation Bank Credits from the resulting contracts for any qualifying Department project on an as-needed basis.
