About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Transportation (FDOT) for an enterprise subscription renewal. The FDOT's Office of Survey and Mapping is seeking a centralized data integration platform to support geospatial data management, specifically for handling high-fidelity 3D modeling, LiDAR point clouds, and Digital Twin environments. The requested service is a Feature Manipulation Engine (FME) software subscription from Safe Software, Inc., with a three-year contract term. The document was posted on an unspecified date, with prospective vendor information due by 5:00 p.m. EST on Wednesday, June 3, 2026. No bidders' conference or site visits are mentioned in the documentation.
The estimated dollar amount for the three-year FME subscription is $75,000.00. The FDOT has determined that Safe Software, Inc. is the sole developer, manufacturer, and licensor of FME software, and no other known resellers exist, thereby justifying the single source procurement. The software is required to support over 500+ specialized data formats and provide no-code ETL (Extract, Transform, Load) capabilities to ensure data integrity between disparate surveying platforms and support the Office of Operational Technology (OOT) initiatives. The primary contact for this procurement is Cassandra Anderson at CO.Purch@dot.state.fl.us or 850-414-4479. Legal review by the Office of General Counsel is required prior to posting, and the Department must provide written notice of its intended decision regarding single source contract award as specified in Florida Statutes section 120.57(3).
