This is a Questions and Answers document from the Florida Department of Transportation (FDOT) Procurement Office addressing bidder inquiries regarding Invitation to Bid DOT-ITB-26-9080-JM for the procurement of shipping containers for roadway use. The solicitation requests three new 20-foot by 8-foot 6-inch standard height full open side (20DVFOS) storage containers meeting specified technical requirements including marine-grade plywood floors, forklift pockets, and lashing rings compliant with ISO 1496-1 standards. Sealed bids must be submitted electronically by May 19, 2026, at 9:00 AM EST, with public bid opening scheduled for the same date at 10:00 AM EST. The delivery destination is 2612 Springhill Road, Tallahassee, Florida 32305, with a mandatory delivery date of July 15, 2026. The FDOT will not accept bids with delivery dates extending beyond July 15, 2026. No additional equipment beyond the containers is required. The intended award decision will be posted on May 25-26, 2026, and all containers include a 90-day warranty against defective materials and workmanship.
All pricing shall be firm, net, delivered prices on an F.O.B. destination basis, including all shipping and freight costs, subject to a one percent MyFloridaMarketplace transaction fee. Florida-based vendors whose principal place of business is located in Florida receive a five percent price preference. Out-of-state bidders must submit a written opinion from an attorney licensed in their home state regarding any price preferences offered in that state. All bidders must register in the MyFloridaMarketplace system and complete required forms including the Bid Sheet, In-State Preference Form, Vendor Certification Regarding Scrutinized Companies Lists, and E-Verify Form. Out-of-state corporations, limited liability companies, and limited partnerships must be authorized to do business in Florida through the Florida Department of State. Bidders are subject to communication restrictions prohibiting contact with state employees or officers regarding the solicitation between its release and 72 hours following the agency's posting of the notice of intended award, excluding weekends and state holidays, with violations subject to response rejection. All submissions are subject to Florida Department of Financial Services W-9 requirements and compliance with Chapter 119, Florida Statutes regarding public records.
