About this file
This document is a FDOT Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Florida Department of Transportation (FDOT). The FDOT is seeking to acquire a Magnetic Imaging Tool (MIT SCAN) specifically developed for measuring dowel and tie bar alignments in concrete pavement. The current MIT SCAN used by the FDOT is over 10 years old and requires a rail system for measurements, making it time-consuming and user-unfriendly. The new MIT SCAN is a totally new device that can measure and evaluate pavement joints in real-time without using a rail system, making it more flexible, rapid, efficient, and cost-effective. The FDOT intends to award this single source contract to Kessler Soils Engineering Products, Inc., the sole distributor for MIT Magnetic Tomography NDT equipment in the USA.
The price for the new MIT SCAN is $71,355.00. The FDOT has justified the single source acquisition, stating that Kessler Soils Engineering Products, Inc. is the only vendor that can install, configure, and calibrate the hardware and software required to operate the MIT SCAN. This contract will support the FDOT's mission-critical data collection process for monitoring, assessing, and reporting on the condition, performance, and safety of Florida's roadways.

In support of our mission critical data collection process for monitoring, assessing, and reporting on the condition, performance, and safety of Florida’s roadways, the FDOT’s MIT SCAN is a magnetic imaging tool specifically developed for measuring dowel and tie bar alignments in concrete pavement. Our old MIT SCAN is more than 10 years old and needs a set-up of a rail system for measurements. It is time consuming for set-up and not user-friendly on data transfer and processing. The new MIT SCAN is a totally new device allowing the operator to measure and evaluate pavement joints in real-time without using a rail system. It is very flexible, rapid, efficient, and cost-effective. It will be a great tool for quality assurance and quality control on concrete paving process. In addition, it can be used for forensic investigations of falling joints in existing pavements as well.
Intended source (vendor, contractor): Kessler Soils Engineering Products, Inc.
Price: $71,355.00
Justification for single source acquisition (what is necessary and unique about the product, service or source;
steps taken to confirm unavailability of competition, as appropriate): The KSE Testing Equipment (KSE) is the sole distributor for MIT Magnetic Tomography NDT equipment in the USA. As such, KSE is the only vendor that can install, configure, and calibrate the hardware and software required to operate the MIT
SCAN.
