About this file

This is a Description of Intended Single Source Purchase (PUR 7776) submitted by the Florida Department of Transportation (FDOT) State Materials Office. The procurement seeks bearing replacement and repair services for the MKIV Heavy Vehicle Simulator (HVS), specialized equipment used to evaluate emerging pavement materials and designs. The service scope includes partial dismantling, calibration, and alignment of the equipment in accordance with manufacturer specifications. The contract term is four months. Prospective vendors are invited to submit information regarding their ability to supply the requested services, with a deadline of 5:00 p.m. EST on Tuesday, May 12, 2026. The document was posted on April 21, 2026, and will remain posted for a minimum of 15 business days in accordance with Florida Statutes section 287.057(3)(c).

The estimated cost of this single source purchase is $38,300.00. Dynatest US Inc. is identified as the known and intended vendor, as the company manufactures the MKIV HVS and serves as the sole vendor capable of performing bearing replacement and calibration services on this proprietary equipment. The justification for single source procurement is based on the equipment's specialized nature and the lack of alternative vendors with the technical capability to service this particular model. The contact for this procurement is Sherill Johnson, located at the FDOT State Materials Office in Tallahassee, Florida.
