About this file

This document is an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) for an Electromechanical Materials Testing System. The solicitation seeks competitive sealed bids for a comprehensive materials testing system to be used by the Corrosion and Materials Durability Unit of the State Materials Office. The system must be capable of performing tensile, compressive, bending, and shear loading tests on metals, plastics, and fiber-reinforced polymer composite materials, meeting specific technical requirements including a dual-column electromechanical configuration. The bid is due on April 15, 2025, at 9:00 AM EST, with required delivery to the State Materials Office in Gainesville, Florida by September 1, 2025. The procurement includes provisions for system components, shipping, delivery, installation, calibration, training, and a minimum one-year warranty.

The solicitation includes several key regulatory and compliance requirements. Vendors must be registered in the MyFloridaMarketPlace system and comply with various state statutes, including provisions for minority and disadvantaged business enterprises. There is a potential 5% price preference for Florida-based businesses, and vendors must meet drug-free workplace certification and E-Verify employment eligibility verification requirements. The bid includes line items for the testing system, with specific technical specifications detailing required capabilities such as load cells, crosshead travel, and computer system requirements. Vendors are subject to scrutiny under Section 287.135, which prohibits contracting with companies on certain scrutinized companies lists for transactions over $1 million. While a specific budget is not explicitly stated, the comprehensive nature of the materials testing system suggests a significant procurement value.

Electromechanical Materials Testing System

The Corrosion and Materials Durability Unit of the State Materials Office (SMO) seeks to purchase an electromechanical materials testing system for determining mechanical properties of metals, rigid and nonrigid plastics and fiber-reinforced polymer composite materials (henceforth called FRP). This equipment will be used to conduct acceptance, research, and quality control testing on various geometries including dumbbell, dog bone, rectangular tab coupons, round FRP reinforcing bars, straight rectangular beams, or other structural materials. Test samples will be subjected to static linear tensile, compressive, bending, and shear loading. The system shall meet or exceed the requirements stated herein. Each vendor is required to submit all documentation and technical data to ensure that each of the items below is included with the equipment. Any system that does not meet the minimum requirements will be immediately disqualified from consideration. In this document, the ‘system’ refers to all components involved in proper function of the test equipment including but not limited to the test frame, mechanisms, computer, software, controllers, and accessories such as grips and extensometers.

General Requirements

The following are the minimum general requirements for the system.

Physical o The system shall be a tabletop or floor mounted configuration.

o The system shall have an accessible workspace area for persons of average height standing on the floor or a short stepping stool.

o The system shall be operable without requiring modifications to the table or existing 6-inch-thick reinforced concrete slab floor (i.e. anchoring or additional reinforcement).

o The system shall fit within the specified dimensions.

o The system shall be a dual column electromechanical configuration.

Testing o The system shall be capable of testing metals, plastics and FRP composites to various ASTM Standards including ASTM D3039, ASTM D638, ASTM D7205, ASTM D4475, ASTM D7617, ASTM D790, ASTM D2344, and ASTM A370.

o The system shall be equipped with adjustable stress, strain, and position rates.

o Crosshead Movement: the system must be capable of sufficient elongation to rupture the specimen and additional room for movement after specimen breaks.

Measurement o The system shall include a compatible extensometer meeting ASTM Practice E83

Class B-2.

o The extensometer shall be essentially free of inertial lag.

TECHNICAL SPECIFICATIONS

DOT-ITB-25-9067-CA
