About this file
This Questions and Answers document is issued by the Florida Department of Transportation (FDOT) Procurement Office for Bid No. DOT-ITB-25-9067-CA, regarding an Electromechanical Materials Testing System. The bid is scheduled to open on April 15, 2025, at 10:00 am local time. The document addresses three key questions from potential bidders concerning strain gauge usage, specimen grips, and installation site requirements. For strain gauges, FDOT clarified they do not have infrastructure to use strain gauges and require a compatible extensometer meeting ASTM Practice E83 Class B-2. Regarding specimen grips, the department indicated that mechanical or hydraulic grips are acceptable for #2 composite bars, preferring a setup that is easy and convenient for technicians.
The document reveals that the laboratory has access to 208V 3-phase power and has a slight preference for a tabletop configuration, though floor standing is also acceptable. The technical requirements suggest the testing system will be used for materials testing, specifically for metals, plastics, and fiber-reinforced polymer composite materials. Potential bidders are advised that the #2 composite bars will likely need to be potted in a steel tube with expansion grout, and the grips must be machine actuated. While no specific budget is mentioned in this Q&A document, the technical specificity indicates a comprehensive and sophisticated materials testing system procurement that requires careful consideration of technical specifications and installation requirements.

QUESTIONS AND ANSWERS
DATE: April 10, 2025
BID NO.: DOT-ITB-25-9067-CA
BID TITLE: Electromechanical Materials Testing System
OPENING DATE/TIME: April 15, 2025 at 10:00 am (LOCAL TIME)
Notice is hereby given of the following changes to the above-referenced SOLICITATION:
• Questions and Answers provided below:
QUESTION 1
Use of strain gages
a) When strain gages are used, how many are typically used at one time (i.e. How many channels?)
b) Does the Department use 120 or 350 Ohm strain gages?
c) Does the Department already use an HBM Quantum X or similar strain gage connection box, or would they connect directly with a potentiometer? If interested, we have the possibility to integrate the HBM with automatic synchronization of the strain gage readings within the software & test results.
ANSWER 1
The system shall include a compatible extensometer meeting ASTM Practice E83 Class B-2." We do not have the infrastructure to use strain gauges.
QUESTION 2
Specimen grips
a) The ideal grip type for the #2 FRP bars and similar round specimens where the alignment of the axis is critical are body over wedge type grips, ex We can offer mechanical type, and optionally hydraulic type, but not pneumatic as stated in the bid document. Would the Department consider these as alternatives or rather 50 kN parallel closing pneumatic grips without the wedge action, which are not recommended for the application due to the potential for parasitic forces?
ANSWER 2
The #2 composite bars will likely have to be potted in a steel tube with expansion grout as is customary with round composite bars. Mechanical or hydraulic grips are acceptable as long as they are machine actuated. We would like the setup to be easy/convenient for our technicians.
QUESTION 3
Installation site:
a) Preference for tabletop or floor standing (with profile legs for adjustable height)?
b) Voltage access: the stated voltage is not possible (machine takes 230 V); we would include a transformer with the order but cannot use a step-up transformer from 120 V as the current requirement is too high. Does the laboratory have access to a 208 V or 480 V power?
ANSWER 3
a) Slight preference to tabletop, but either is fine.
b) Laboratory has access to 208V 3-phase power
