About this file

This document is a Questions and Answers file issued by the Florida Department of Transportation (FDOT) Procurement Office addressing clarifications for the Financial Advisor Services RFP (BID No. DOT-RFP-26-9031-SJ). The solicitation seeks financial advisory services on an as-needed basis through Task Work Orders, with focus areas including Public-Private Partnerships (P3) and innovative financing alternatives, bond sizing and pricing scenarios, and general financial advisory support. FDOT intends to award the contract to one or more responsive and responsible proposers whose proposals demonstrate the best knowledge, experience, skills, and abilities to perform the required services. Technical proposals are scheduled for public opening on December 3, 2025, at 10:00 AM EST, with price proposals to open on December 16, 2025. The initial contract term is five years from execution, with potential renewal for up to three additional years based on performance evaluations and fund availability. Bidders must acknowledge receipt of the Q&A document by the proposal opening date to avoid disqualification.

The pricing structure involves hourly billing rates that include salaries, overhead, fringe benefits, and operating margins, with each Task Work Order establishing a Maximum Amount not to exceed the approved budget. Proposers must submit completed forms in Part III of their proposal package, including the Government Client Lists form (limited to Florida governmental entities served in the past 10 years) and the Conflict of Interest/Confidentiality Certification, which may be executed upon engagement if awarded. Both the Foreign Country of Concern Attestation (PUR 1355) and the Vendor Certification Regarding Scrutinized Companies Lists form are required separate submissions. Proposals must be submitted electronically via email, and the 10-page limit applies only to the Executive Summary, while Management Plan, Technical Plan, and Work Plan sections should be concise but have no specified page limits. Additional personnel classifications beyond those listed on the price proposal form may be added with appropriate signatures on each page. A 1% penalty applies for late monthly progress report submissions, and all payments are subject to the MFMP transaction fee of one percent.

QUESTIONS AND ANSWERS

Question 1 What types of P3 were FDOT envisioning?

Answer 1 Section 334.30, Florida Statutes, authorizes FDOT to enter into P3 agreements for the building, operation, ownership, or financing of transportation facilities. Please refer to the statutes for more detail.

Question 2

Page 1 of the RFP states that “the Department intends to award this contract to one and/or more responsive and responsible Proposer(s) whose proposal is determined to be the most advantageous to the Department.” However, page 3 of the RFP states that “the Department intends to award a contract to the responsive and responsible vendor with the highest cumulative total points for the evaluation criteria specified herein.” Could FDOT clarify if the intention is to award the contract to one proposer or multiple proposers?

Answer 2

The Department intends to award the contract to one or more proposers depending on the number of proposals received and how well each proposal demonstrates the proposer’s knowledge, experience, skills, and abilities to perform tasks described in the Scope of Services (Exhibit A).

Question 3 Please confirm that the Government Client Lists form on page 8 of Exhibit A should be submitted as Part III (Forms) of the proposal?

Answer 3 Yes. Please include the completed Government Client Lists form in Part III.

Question 4 Please confirm on the Conflict of Interest/ Confidentiality Certification for Consultant/ Contractor Technical advisors on page 6 of Exhibit A does not need to be signed now and is only required if the firm is engaged by FDOT in a P3 TWO?

Answer 4 Yes. The conflict of interest form may be executed when the firm is engaged in a P3 task work order.

Question 5

Please confirm if the Foreign Country of Concern Attestation (PUR 1355) referenced on page 13 of the RFP is the same as the Vendor Certification Regarding Scrutinized Companies Lists form? If they are separate forms and both are required to be submitted, please provide the Foreign Country of Concern Attestation (PUR 1355) form.

Answer 5

They are separate forms. Please complete and submit both. PUR 1355 may be accessed at:

http://www.flrules.org/Gateway/reference.asp?No=Ref-15958. The respondent should review Rule 60A-1.020, Florida Administrative Code, and Section 287.138, Florida Statutes, for more detail.

Question 6

The Responsiveness of Proposals section on page 6 of the notes, “All proposals must be typed or printed in ink.” However, the electronic submission of proposals sections says bids shall be submitted via email. Please confirm that FDOT only needs to receive an electronic version of the proposal submitted via email.

Answer 6 Correct. Only an electronic version of the proposal submitted via email is required.

Question 7

Page 5 of Exhibit A notes that “a consultant actively engaged in providing financial advisor services for other government entities in Florida must identify each client relationship on the attached Government Client List Form.” However, the Government Client List Form on page of Exhibit A asks to list “all government entities for which your firm (as a primary or sub-contractor) has provided services in the last 10 years.” Accordingly, please confirm that you only require details of governmental entities in Florida?

Answer 7 Only details of governmental entities in Florida are required.

Question 8

On page 8 of the RFP, the Identification of Key Personnel section notes that “the approximate percent of time to be devoted exclusively for this project and to the assigned tasks should also be indicated.” Time devoted to the project will vary depending on which TWOs are awarded and the amount of time that will need to be devoted to future anticipated TWOs is unknown. Can FDOT provide additional guidance on how to approach this question without an awarded TWO?

Answer 8

The proposer may provide the information at the contract level and/or based on an example of the type of task work order that may be issued. Use a type of work described in the Scope of Services as reference. Please feel free to provide appropriate scenarios and assumptions.

An ideal response would demonstrate the proposer’s availability and accessibility as a consultant under this contract if awarded. The proposer may incorporate observations made as described in this question indicating proposer’s knowledge of how a task work order functions in relation to this contract.

Question 9

Similar to the above question, the Work Plan section on page 8 of the RFP states “an average the estimated staff-hours for each skill classification that will be utilized to perform the work required.” Staff-hours devoted to the project will vary depending on which TWOs are awarded and the amount of time that will need to be devoted to future anticipated TWOs is unknown. Can FDOT provide additional guidance on how to approach this question without an awarded TWO?

Answer 9

The proposer may provide the information based on an example of the type of task work order that may be issued. Use a type of work described in the Scope of Services as reference. Please feel free to provide appropriate scenarios and assumptions. An ideal response would demonstrate the proposer’s ability to understand and plan for the types of skill set and the amount of time needed for the example used.

Question

Are there page limits for the Management Plan, Technical Plan, and Work Plan sections, or is the limit exclusive to the Executive Summary (10 pages)?

Answer 10

The 10-page limit is encouraged for the Executive Summary only. There are no page limits for the Management Plan, Technical Plan and Work Plan. However, the proposer should be concise and to the point as much as possible while provide relevant and helpful information using the required format outlined in the RFP.

Question

Regarding the Price Proposal, for personnel classifications not listed on the form, should proposers add them to the bottom of the table, or submit them on a separate, identical form?

Answer 11 The proposer should include all personnel classifications that may be relevant to work performed under this contract if awarded. Additional spaces may be added. Please ensure each page is signed.

Question

The RFP states the Department may award to "one and/or more" proposers. Can the Department provide any additional detail on the criteria that would be used to determine whether a single or multiple-award scenario is most advantageous?

Answer 12

All proposers will be evaluated using the same criteria. Those proposals that would be most advantageous to the Department would be the ones that provide the best, most relevant, and concise responses using the required format outlined in the RFP. An ideal proposer would be one that demonstrates excellent and relevant knowledge, experience, skills, and abilities that will allow the proposer to successfully and confidently perform tasks described in the Scope of Services (Exhibit A).

Question

In reference to the E-Verify form, are you requesting that we disclose previous contract and/or financial numbers our firm has engaged in with FDOT or will this be applicable if a new contract is awarded?

Answer 13 No, the Contract Number and Financial Project No(s). are for FDOT use only. The proposer should review the document, sign and submit it back with Part III – Forms Document of the proposal package.
