About this file

This is Addendum No. 1 to a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT) Procurement Office for Financial Advisor Services (Bid No. DOT-RFP-26-9031-SJ). The addendum, dated November 24, 2025, revises language to clarify the Department's intention to award contracts to one or more proposers rather than a single vendor. Technical proposals are scheduled for public opening on December 3, 2025, at 10:00 AM EST, with price proposals to be opened on December 16, 2025, at 10:00 AM EST. The financial advisory services will be provided on an as-needed basis through individual Task Work Orders, with specific focus areas including Public-Private Partnerships and innovative financing alternatives, bond sizing and pricing scenarios, and general financial advisory support. The initial contract term is five years from execution, with potential renewal for up to three additional years based on performance evaluations and fund availability. Vendors must achieve a minimum technical score of 70 points out of 100 to remain responsive, with final award based on cumulative technical and price scoring (10 points maximum for pricing).

The revised procurement framework allows FDOT discretion to award to multiple responsive vendors with identical or tied scores, or to reject all tied proposals at the Department's discretion. Compensation is structured through hourly billing rates that include salaries, overhead, fringe benefits, and operating margins, with each Task Work Order establishing a Maximum Amount not to exceed the approved budget. All bidders must be registered in Florida's MyFloridaMarketplace (MFMP) system, with out-of-state entities required to be authorized to do business in Florida. A 1% penalty applies to late monthly progress reports, and all payments are subject to a 1% MFMP transaction fee. The solicitation involves potential federal funding, which triggers additional compliance requirements. No specific budgetary ceiling is established for the contract term, and there is no guaranteed minimum work volume for selected vendors.
