About this file
This is a Questions and Answers document issued by the Florida Department of Transportation Procurement Office in response to bidder inquiries regarding Invitation to Bid No. DOT-ITB-26-9003-DG for High Visibility & Safety Apparel. The solicitation encompasses 51 apparel items, and bidders are not required to bid on all items; however, if bidding on a section, all items within that section must be included. The electronic bid submission deadline is January 12, 2026, at 9:00 AM EST, with public bid opening at 10:00 AM EST the same day. The contract is intended to serve the entire FDOT agency across all warehouses statewide, with delivery required within 30 calendar days of purchase order receipt. The contract term spans three years with potential renewal for an additional three years.
Key requirements clarified in the Q&A include mandatory in-house printing and embroidery services with no subcontracting permitted, adherence to all specified item specifications without deviations, and availability in required colors including orange and lime options where specified. Bidders must provide firm, net pricing with no adjustments during the contract term and submit unit prices for each line item to be considered responsive. Geographic location within Florida does not disqualify vendors, and no local storefront in Tallahassee is required. The previous contract has expired with no incumbent, and pricing information is not available from prior agreements. All bidders must be registered in MyFloridaMarketplace, and patches, hemming and alteration services, and on-site measuring and fitting services are not required. The estimated annual purchase value is approximately $160,000, with a 90-day warranty against defective materials and workmanship mandatory for all items.
