About this file

This is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT) for Bridge Health Dashboard services. The FDOT Maintenance Office, represented by requestor Renee Matthews, is seeking to engage a vendor to update and enhance the Bridge Health Dashboard (BHD), which monitors bridge structure health statewide using Resensys technology. The primary scope of work involves integrating and processing data from multiple monitoring systems including cathodic protection, galvanic protection, scour, water level, acoustic, strain, movement, moisture, and bridge pile monitoring. The vendor will enhance the BHD's functionality utilizing the Department's ESRI Experience Builder framework within its existing ArcGIS organizational environment and provide technical support for integrating datasets from the Remote Sensor Dashboard Contract No. H9145. The contract term is one year. The deadline for prospective vendors to submit information regarding their ability to supply the requested services is 5:00 p.m. EST on Monday, July 27, 2026. The posting date was July 1, 2026.

The estimated contract value is $136,000.00. The FDOT has identified Epic Engineering & Consulting Group, LLC (EPIC) as the intended single source vendor, citing EPIC's intimate knowledge of the BHD's system architecture, use case, and stakeholder vision as the justification for single source procurement. The Department asserts that EPIC's involvement will prevent system downtime during the integration of scour monitoring data and water level monitoring enhancements from Contract H9145 Task Work Order No. 2, enabling the contract to remain on schedule for delivering enhancements during hurricane season. Contact for this procurement is Jocelyn Moore at the FDOT Office of Procurement, 605 Suwannee Street, MS 20, Tallahassee, FL 32399-0450, telephone 850.414.4482, or email CO.Purch@dot.state.fl.us.
