About this file
This is a Questions and Answers document issued by the Florida Department of Transportation Procurement Office for BID No. DOT-ITN-27-9001-SJ, titled Burns Building Food Services in Tallahassee, Florida. The solicitation requests competitive sealed bids for food service operations at the Burns Building, with a bid opening scheduled for Tuesday, July 28, 2026 at 10:00 AM EST. All bidders and proposers must acknowledge receipt of this Q&A document and return it to the Procurement Office by the bid opening date and time to avoid potential disqualification.
The Q&A document clarifies critical operational parameters for prospective vendors. The Department specifies that no cafeteria has operated at the Burns Building for the past 2-3 years, and therefore no historical sales data, transaction counts, or catering volume information is available. The Department is seeking a self-operated profit and loss model rather than a management fee structure, with no expectations for rent, commission, minimum annual guarantee, or revenue-sharing arrangements. Vending and unattended retail unit (URU) machines will be located on site in a separate area but are unrelated to the primary food service program. There is no incumbent food service provider. Bidders should note that all payments to selected vendors are subject to a MyFloridaMarketplace transaction fee, and respondents are prohibited from contacting state employees or officers regarding the solicitation between the release date and 72 hours following the notice of intended award, excluding weekends and state holidays, under Florida Statute Section 287.057(23).
