About this file
This is a Scope of Services document for RFP 26-0263 issued by the City of Fort Worth Purchasing Division for an AI-based Interactive Voice Response (IVR) solution. The City seeks a comprehensive, enterprise-grade artificial intelligence platform that will unify resident-facing and staff-facing services across multiple municipal channels including voice, web chat, SMS, and outbound communications. The solution must modernize the City's existing IVR capabilities, which currently serve more than one million residents across seven call centers and numerous departments. The platform is expected to address current limitations including limited after-hours availability, siloed systems, inconsistent responses across channels, limited multilingual support, and high staff workload from repetitive inquiries. Key requirements include 24/7 service availability with multilingual support (20+ languages for voice, 75+ for chat), integration with existing City systems such as Cisco IVR, Microsoft 365, Accela permitting platform, ESRI GIS infrastructure, and municipal court case management systems, and support for both deterministic and retrieval-augmented generation AI capabilities. The solution must be AI-native, operated by a U.S.-based vendor team, with all data processing and storage exclusively within U.S.-based data centers.
Proposals will be evaluated using a "best value" methodology with up to 100 total points distributed across five categories: Cost (15 points), Small Business Participation (20 points), Staff Workflow Integration & Implementation (25 points), AI Performance & Document Grounding (25 points), and Experience, References & Measurable Outcomes (15 points). Proposals receiving less than 50% of available non-price points will not be considered for award. Vendors must demonstrate a minimum of three years of government-focused AI platform deployment experience, provide at least five local government references including two from cities or counties with populations exceeding 500,000, and meet rigorous security and compliance standards including SOC 2 Type II certification, AES-256 encryption at rest, TLS 1.2+ encryption in transit, 99%+ uptime SLA, and compliance with ADA Title II, WCAG 2.1 AA, PCI DSS, HIPAA, and CJIS requirements. The City has established a 30% Small Business participation goal for this solicitation, with certified Small Business firms required to perform at least 30% of the total awarded contract value. The proposal format requires 12-point font minimum with one-inch margins, and must include completed forms RFP-04 through RFP-09, reference sheets, bid tables, and detailed technical responses addressing all evaluation criteria.
