The AOC seeks maintenance and repair services for approximately 293 Kyocera, HP, and Canon multifunctional copiers and fax machines distributed across all 23 Maryland counties and Baltimore City. The solicitation requires bidders to provide full-service support including 24/7 help desk availability, triage support, labor, parts, and consumable materials (excluding paper and staples) with unlimited copies and prints. Bidders must respond to non-critical service requests within four working hours during standard business hours (8:30 a.m. to 4:30 p.m., Monday through Friday) and critical downtime issues within two hours, with restoration to operational status targeted within one business day. If equipment cannot be repaired within 72 hours, bidders must provide temporary replacement devices at no additional cost. The contract term is one year from the date of execution, with the AOC retaining the sole right to exercise four one-year renewal options. The IFB was issued on March 4, 2026, with specific deadlines for pre-bid conferences, questions, and bid submissions noted on the Procurement Portal.

Bidders must submit bids exclusively through the Maryland Judiciary Procurement Portal and must meet minimum qualifications including three years of experience providing maintenance services for Kyocera, HP, and Canon copiers, as well as authorization to service these brands with full access to manufacturer-approved parts, software, hardware, and technical documentation. The contract is fixed-price, and the AOC intends to make one or more awards to the responsive and responsible bidder(s) submitting the most favorable bid. There are no Minority Business Enterprise (MBE) or Veteran-owned Small Business Enterprise (VSBE) subcontracting goals established for this solicitation. Insurance requirements include Commercial General Liability of $1,000,000 combined single limit per occurrence and $2,000,000 annual aggregate, and Worker's Compensation coverage of $500,000 for each accident, disease, and policy limit. All personnel working on District Court premises must undergo criminal background checks and obtain AOC security identification badges. Bidders are required to acknowledge receipt of all addenda, complete the Bid/Proposal Affidavit, submit IRS Form W-9, and provide at least three references from customers served within the past five years demonstrating similar experience.
