About this file

This is a Scope of Work document for the AM26-49 France Canyon Fire Aerial Seeding project, prepared by the Utah Division of Wildlife Resources (UDWR) in partnership with State and Institutional Trust Lands (SITLA) and the United States Forest Service (USFS). The project requires aerial seeding services for approximately 8,054 acres of habitat restoration in Garfield County, Southern Utah, across USFS, private, and SITLA lands. The work involves furnishing labor, equipment, supplies, and materials to apply seed mixes at specified rates: 408 acres at 16.22 lbs/acre (SITLA/Private lands), 1,525 acres at 16.31 lbs/acre (Low Elevation Mix), and 6,121 acres at 14.23 lbs/acre (USFS High Elevation Mix), for a total of approximately 118,611.80 lbs of seed. Seeding operations must commence on or before December 1, 2025, with the low elevation and SITLA/private mix prioritized for completion by December 15, 2025, and the higher elevation mix completed by December 31, 2025. The contractor shall use either Panguitch or Bryce Canyon airports and maintain an 80-foot maximum seeding swath width with GPS technology for 100% coverage verification. A pre-work conference will be held at the project site prior to work commencement, with progress meetings and a final inspection meeting scheduled as needed.

Bids must be submitted on a cost-per-acre basis, with the contract awarded to the lowest cost responsive and responsible vendor at the lowest cost per acre methodology. The contractor is responsible for transporting and storing government-furnished seed from the GBRC Warehouse in Ephraim, Utah to the designated airport, maintaining protection from loss or damage during transit. The contractor must provide radio communication systems for coordination among personnel and government inspectors, equip aircraft with GPS technology capable of meeting specified seeding rates, and certify capability to meet all project requirements prior to beginning aerial work. Seeding operations must begin by 8:00 a.m. to minimize wind drift, with the government retaining the right to postpone operations if wind speeds exceed 10 miles per hour. UDWR will maintain final authority over payments for aerial services, and acreage measurement and payment determinations will be subject to inspection by UDWR, SITLA, and USFS personnel or project managers. The vendor must guarantee its pricing through project completion.

Attachment B-Scope of Work AM26-49 France Canyon Fire Aerial Seeding General:

Utah Division of Wildlife Resources (UDWR), State and Institutional Trust Lands (SITLA) and the United States Forest Service (USFS) are acquiring services for aerial seeding as part of the above-mentioned project. This aerial seeding project is in association with the France Canyon Fire Restoration Treatments. A Helicopter or Airplane required for this project.

Description of Work:

Furnishing labor, equipment, supplies, and materials, except for specified Government-furnished property, to aerial seed a total of approximately 8,054 Acres for Habitat Restoration occurring in Southern Utah. Project is located in Garfield County.

Location:

This project is located in Garfield County; this project is located on USFS, Private, and SITLA Lands. Vicinity maps showing aerial seeding locations are attached. Only areas outlined on the project maps will be aerially seeded.

Acreage: 408 acres total @ 16.22 lbs/acre. (SITLA/Private Lands Portion)

1525 acres total @ 16.31 lbs/acre. (Low Elevation Mix)
6121 acres total @ 14.23 lbs/acre. (USFS High Elevation Mix)
Total Acres to be seeded: 8,054

Airports: Above mentioned projects can be flown from the Panguitch, UT, Airport or the Bryce Canyon, UT, Airport. It is the contractor’s responsibility to identify and secure the locations they wish to fly from.

Pricing: Bids are to be submitted on a cost per acre basis.

Seeding Rate:

Primary Seed Mixes will be applied at bulk rates specified above. Seed mixed will include a mixture of grasses, forbs and shrubs. Aircraft used must be capable of seeding at these specified rates. Contractor will be required to fly at a maximum 80’ seeding swath width. Overlapping of flight seeding pattern will reduce “stripping” in the overall seeding project.

GPS Technology:

The aircraft must be equipped with a global positioning system that is used to establish flight lines for 100% coverage. UDWR, SILTA or USFS will provide to the Contractor an electronic file containing coordinate positions of treatment areas in an ARC/INFO GIS format. The Contractor shall provide a Trimble, ARC/INFO or ARCVIEW electronic file in UTM projection North America Datum 1983 of treatment coverage upon completion of each treated area or as required by the Contracting Officer. A government representative shall monitor the Contractors GPS to assure Contractors compliance with contract specifications.

Seed Application:

The Contractor shall certify to UDWR, SITLA and or USFS they have the capability to meet the requirements of the request for quote prior to performing any aerial work.

Radio Communication:

The Contractor shall provide a communication system so that contractor personnel engaged in the project at different locations can communicate at all times with each other and so that Government Project Inspectors may communicate with the contractor at any time to discuss performance matters.

Total Weight:

Approximately 118,611.80 lbs. of seed will be provided. All seed will be supplied in 1,250 - 1,300 lb. fertilizer sacks. It will be the responsibility of the contractor to have equipment on site to off load and load the seed into the aircraft. Seed mixes will consist of a combination of grasses, forbs, shrubs.

Seeding Date: Seeding should start on or before December 1, 2025. The low elevation and the SITLA/Private mix take priority and need to be completed by December 15, 2025 to complete the chaining portion of the project. The higher elevation mix should be completed by December 31, 2025. Seeding contractor will need to coordinate closely with UDWR/USFS/STLA to determine the best timing for the seeding.

Timing:

The contractor will be expected to begin seeding by 8:00 a.m. to avoid windy conditions and minimize seed drift. The government reserves the right to postpone the seeding operation if wind speed exceeds 10 miles per hour.

Seed Transport, Storage, and Handling:

It will be the responsibility of the contractor to pick up and deliver the required seed from the GBRC Warehouse in Ephraim, Utah to the designated airport the contractor is to fly from. The Contractor will need to make prior arrangements with the GBRC Seed Warehouse as to times and dates they are open so personnel can load the seed for transport. The government-furnished seed from the pickup point to the airport shall be the contractor’s responsibility for the protection from loss or damage during transport and delivery.

Pre-work Conference

1. Location: Meetings shall be held at the project site, or as determined by the Project Manager

1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of the meeting time, date and place. The purpose will be to review required work, project drawings and specifications of the contract.
