The General Services Administration (GSA), Rocky Mountain Region is seeking firms with Architectural and Engineering experience in Construction Management and Inspection services. This is a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Architectural/Engineering (A/E) Construction Management and Inspection services, which will be required on an as needed basis. GSA may make multiple awards and intends to award up to five (5) contracts under this solicitation. This procurement is a 100% Set-Aside for Small Business firms. The small business size standard for the procurement (NAICS 541310) is $4.5 million. These contracts will be awarded for a one-year base period with four one-year option periods, exercised at the Government's discretion. The total aggregate Maximum Order Limitation (MOL) shall not exceed $1,000,000 for the Basic Period and each exercised option. The minimum guarantee will be $1,000 for the base year only. The projects covered under this Request for Qualifications (RFQ) will be located within the Rocky Mountain Region, covering: 1) Primary:

Montana, North Dakota, South Dakota, Utah, and Wyoming and 2) secondary will include the State of Colorado. These contracts will be procured in accordance with Public Law 92-582, The Brooks Act and FAR Part 36.6. Under this process, the Government will award to the most highly qualified A/E firms with whom it can negotiate a fair and reasonable price. The government will not allow payment for travel, living expenses, computer time or hookups for the prime or the consultant during the selection process.

SCOPE OF SERVICES

All services shall be performed under the direction and supervision of registered architects and professional engineers. The Scope of A/E Services under this contract will include, but are not necessarily limited to, 1) Provide construction management and inspection services for both repair and alteration projects and new construction in the six states of the Rocky Mountain Region; 2) enable GSA to supplement its in-house resources by using the designated contract CM Team as an extension of its staff; and

3) provide GSA with expert consulting services for a variety of technical tasks and projects. The work will require primarily architectural, mechanical, electrical and estimator disciplines, but may also require civil, structural, geotechnical, environmental, certified industrial hygienist, fire/life safety, elevator, acoustical, historic preservationist, construction manager/inspector, surveyor and other disciplines with specialized experience. Services will include submittal and shop drawing review and approval, testing services, contract administration including inspection for conformance with design specifications, plans and specifications for change orders, inspection services, and other contract quality assurance functions.

The proposed A/E team will have the capability to perform the basic construction management disciplines (i.e. architectural, civil, structural, mechanical and electrical) with in-house personnel, joint venture or firm/consultant arrangement will be considered and evaluated based on the demonstrated interdependency of the members and its ability to provide quality design and post construction contract services. A/E firms must have the ability to provide quality post construction contract services, including demolition and/or hazard abatement. Projects may involve work in historic buildings. Use of specialty consultants may be required (i.e., cost estimating, fire safety, hazardous abatement, historical architect, HVAC, electrical, acoustical, and vertical transportation design, etc.

AREA OF CONSIDERATION

Under this Request for Qualification, the area of consideration will be limited to A/E firms with an active design office within the geographical area of the GSA Rocky Mountain Region 8, which includes the states of Montana, North Dakota, South Dakota, Utah, Wyoming and Colorado.

The term "A/E firm" used in this Request for Qualification means an individual, firm, joint venture, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the work identified under the resultant contract. If the A/E Firm is comprised of a partnership, corporation, association, or the legal entity permitted by law to practice architecture or engineering, a complete description of the proposed internal responsibility of the components must be included in your response. At least one key member in any proposed joint venture must have an existing office within the stated geographic limits. The A/E firms must indicate their ability to comply with the area of consideration required as part of their response to this notification.

ORDERING PROCEDURES

Ordering procedures will be consistent with FAR Part 16.505 entitled "Ordering" and FAR Part 36.6 entitled "Architect-Engineer Services." On complex projects, GSA Project Managers/Architects and/or Engineers may interview each contract awardee as part of the ordering process, in addition to the evaluation of each proposal.

NOTICE TO OFFERORS

GSA intends to award a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Architectural/Engineering (A/E) design services pursuant to Public Law 92-582, The Brooks Act and FAR Part 36.6. For this contract award process, the Government reserves the right to reject any or all proposals at any time prior to selection in Stage I. OFFERORS ARE ADVISED SELECTION IN STAGE I

MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS

RECEIVED IN STAGE I. Therefore, offerors should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their Stage I technical proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal.

EVALUATION CRITERIA TO BE APPLIED DURING THE STAGE I SELECTION PROCESS IN

DESCENDING ORDER OF IMPORTANCE ARE AS FOLLOWS:

1. CONSTRUCTION MANAGEMENT AND INSPECTION CAPABILITIES: (40%) Experience and capability of the firm or consultants with respect to complete management and inspection services for projects of the type described above in the construction phase.

Submission Requirements: Provide a detailed narrative of five (5) relevant projects (not five projects for each firm or consultant), completed within the last five (5) years, that best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the team’s experience with projects of similar size and scope to those services to be performed under this contract. In addition, address the following: a) Describe the team’s experience in project design phase services (e.g., design technical reviews, code compliance reviews, cost analysis, cost control/monitoring, design problem resolution, etc); b) Describe the team’s experience in project procurement phase services; c) Describe the team’s experience with project construction phase services; d) Describe the team’s experience with commissioning services; e) Describe the team’s experience with quality control testing and inspection services; f) Describe the team’s experience with post-construction services. These requirements may be fulfilled by the offeror or a team sub consultant with the appropriate background.

2. PROFESSIONAL QUALIFICATIONS: (35%) Professional qualifications necessary for satisfactory performance of required services.

Submission Requirements: Submit the names, qualifications, and relevant projects of each key personnel who will be assigned to this contract by completely filling out “Section E” on Standard Form

330. Relevant projects must have been completed within the last eight (8) years, and be similar to the services requested in this contract. Key personnel shall include the following disciplines: Principal;

Architectural; Mechanical, Structural, Electrical, and Fire Protection engineers; Construction Project Manager and Construction Inspectors. The contractor shall submit at a minimum of three (3) references (each) for each key personnel. Each contractor is responsible for providing questionnaires (provided by the Government) to their references to be completed in a timely manner to allow a completed questionnaire to reach this office by the time and date specified for receipt of information identified in the solicitation.

3. PAST PERFORMANCE CAPABILITIES: (25%) This factor considers the satisfactory past performance, within the last ten (10) years, of the firm and consultants on contracts with previous work which relates directly to the work described in this Request for Qualifications with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.

Points of contact provided in other criteria may be contacted. A firm with no record of past performance information shall be evaluated neither favorably nor unfavorably.

Submission Requirements: Provides verifiable information and references for four completed (4) projects.

In order to be considered satisfactory, the contractor must have completed the work on time and, in accordance with all contract requirements. The individual(s) responsible for awarding and administering the similar contracts will provide the assessment of the contractor's performance. Each contractor is responsible for providing one (1) questionnaire (provided by the Government) to their reference in line 23b of Standard Form 330 for each example project. It is the responsibility of the contractor to make sure that the questionnaire is completed in a timely manner to allow a completed questionnaire to reach this office by the time and date specified for receipt of information identified in the solicitation. The Government will consider information provided by reference as well as other relevant information for other sources when evaluating the Offeror’s past experience.

Firms will be evaluated to determine the most highly qualified firms based on criteria responses.

The evaluation board will review the Statements of Qualifications (Standard Form 330). The board must evaluate all firms in accordance with the criteria cited in this notice. Following the evaluation of the Statements of Qualifications, the short-list of up to eight (8) firms will be announced on Fed Biz Opps. The firms selected will be contacted for interviews. The interviews will involve discussions on project concepts and the relative utility of alternative methods of furnishing the required services. The purpose is to obtain additional qualifications, performance, management data, and other information needed to properly apply the evaluation criteria. The short-listed firms are allowed up to 60 minutes for the interview. Following the interviews, up to five (5) firms will be considered the most highly qualified to perform the services and these firms will be issued a Request for Proposal (RFP) which is considered the authorization to begin Stage II negotiations. This is considered the final selection of the competing firms.

ADDITIONAL INFORMATION

Standard Form 330s will be evaluated during Stage I to determine the most highly qualified firms based on criteria responses. Evaluating past performance and experience may include review of information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, inaccessible points of contact, or invalid phone numbers could result in a firm being considered less qualified. If negative information is received from sources not noted in the Offeror’s proposal, the Offeror will be given an opportunity to respond.

SUBMISSION REQUIREMENTS

Submittals not meeting the minimum requirements of the Request for Qualifications (RFQ) shall be considered non responsive and will receive no further consideration.

Minimum Requirements: a) Each contractor must submit a Statement of Qualifications on the SF 330 (Architect-Engineer Qualifications) for the prime contractor and each proposed sub-consultant. Part One and Part Two must be completely filled out; b) Statement of Qualifications shall be in 1½ inch, 3-Ring Binders, 8 ½ x 11, addressing each of the evaluation factors. All pages shall be numbered sequentially (i.e. p. 1, 2, 3…), regardless of section/tab layout. Proposals shall be limited to 50 single sided or 25 double-sided pages of 8 ½ x 11 sized paper with Arial Font, 12 pitch, exclusive of the cover sheet, dividers and table of contents; c) Organization chart; d) Offerors shall submit an original and three (3) copies of Statement of Qualifications. E-mail or faxed submissions will NOT be accepted.

Registration in Online Representations and Certifications Application (ORCA) is encouraged in responding to this solicitation (http://www.bpn.gov). In addition, active registration in CCR is required in order to conduct business with the Federal Government.

DUE DATE

A pre-proposal conference will not be conducted; however, all questions must be received in this office by June 16, 2010. A/E firms may email their questions to: David Stadelman@gsa.gov. Firms shall submit qualifications no later than June 21, 2010 at 10:00 a.m. MST, to the Contracting Office Address.

All submittals must clearly indicate the solicitation number 8PSMP-10-0026. Late submissions will be handled in accordance with FAR 52.215-1(c)(3).
