The General Services Administration (GSA), Rocky Mountain Region is seeking firms with Architectural and Engineering experience in design to provide services for feasibility studies, project development studies, project designs, development of project plans and specifications, project cost estimating, submittal and shop drawings review and approval and construction inspection services. This is a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Architectural/Engineering (A/E) design services, which will be required on an as needed basis. GSA may make multiple awards and intends to award up to five (5) contracts under this solicitation. This procurement is open to both small and large business firms. The small business size standard for the procurement (NAICS 541310) is $4.5 million.

Large business firms will be required to submit an acceptable Small Business Subcontracting Plan in accordance with the solicitation and FAR 52.219-9. GSA is committed to assuring that the maximum opportunity is provided to the small business community to participate in these contracts. These contracts will be awarded for a one-year base period with four one-year option periods, exercised at the Government's discretion. The total aggregate Maximum Order Limitation (MOL) shall not exceed $1,000,000 for the Basic Period and each exercised option. The minimum guarantee will be $1,000 for the base year only. The projects covered under this Request for Qualifications (RFQ) will be located within the Rocky Mountain Region, covering: 1) Primary: Montana, North Dakota, South Dakota, Utah, and Wyoming and 2) secondary will include the State of Colorado. These contracts will be procured in accordance with Public Law 92-582, The Brooks Act and FAR Part 36.6. Under this process, the Government will award to the most highly qualified A/E firms with whom it can negotiate a fair and reasonable price. The government will not allow payment for travel, living expenses, computer time or hookups for the prime or the consultant during the selection process.

SCOPE OF SERVICES

All services shall be performed under the direction and supervision of registered architects and professional engineers. The Scope of A/E Services under this contract will include, but are not necessarily limited to, investigations, feasibility studies, window fragmentations, testing services, program development studies, design development and preparation of working drawings for construction, use of electronic project management, and participation in value engineering studies. The work will require primarily architectural, mechanical, electrical and estimator disciplines, but may also require civil, structural, geotechnical, environmental, certified industrial hygienist, fire/life safety, elevator, acoustical, historic preservationist, construction manager/inspector, surveyor and other disciplines with specialized experience. Construction services will include submittal and shop drawing review and approval, testing services, contract administration including inspection for conformance with design specifications, plans and specifications for change orders, inspection services, and other contract quality assurance functions.

The proposed A/E team will have the capability to perform the basic design disciplines (i.e. architectural, civil, structural, mechanical and electrical) with in-house personnel, joint venture or firm/consultant arrangement will be considered and evaluated based on the demonstrated interdependency of the members and its ability to provide quality design and post construction contract services. A/E firms must have the ability to provide quality design and post construction contract services, including demolition and/or hazard abatement. Projects may involve work in historic buildings. Use of specialty consultants may be required (i.e., cost estimating, fire safety, hazardous abatement, historical architect, HVAC, electrical, acoustical, and vertical transportation design, etc). GSA will require the use of Masterspec, including the GSA supplement in the most current edition. The GSA version of the AIA Masterspec is the authorized master guide specification for GSA, Public Building Service.

The ensuing contract will be a firm fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. It is the Government’s intent to incorporate Look-Up Tables into the contract as mandatory payment provision.

All design costs are comprised in the GSA design look-up tables. Fees that are non-design only and are NOT determined from the look-up table will be based upon the negotiated hourly rates in the contract, except as specified, and will be negotiated as a not-to-exceed (NTE) amount established on each task order for the following reimbursable other direct costs: phone, fax, postage, submittals, and reproduction.

AREA OF CONSIDERATION

Under this Request for Qualification, the area of consideration will be limited to A/E firms with an active design office within the geographical area of the GSA Rocky Mountain Region 8, which includes the states of Montana, North Dakota, South Dakota, Utah, Wyoming and Colorado.

The term "A/E firm" used in this Request for Qualification means an individual, firm, joint venture, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the work identified under the resultant contract. If the A/E Firm is comprised of a partnership, corporation, association, or the legal entity permitted by law to practice architecture or engineering, a complete description of the proposed internal responsibility of the components must be included in your response. At least one key member in any proposed joint venture must have an existing office within the stated geographic limits. The A/E firms must indicate their ability to comply with the area of consideration required as part of their response to this notification.

ORDERING PROCEDURES

Ordering procedures will be consistent with FAR Part 16.505 entitled "Ordering" and FAR Part 36.6 entitled "Architect-Engineer Services." On complex projects, GSA Project Managers/Architects and/or Engineers may interview each contract awardee as part of the ordering process, in addition to the evaluation of each proposal.

NOTICE TO OFFERORS

GSA intends to award a Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Architectural/Engineering (A/E) design services pursuant to Public Law 92-582, The Brooks Art and FAR Part 36.6. For this contract award process, the Government reserves the right to reject any or all proposals at any time prior to selection in Stage I. OFFERORS ARE ADVISED SELECTION IN STAGE I

MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS

RECEIVED IN STAGE I. Therefore, offerors should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their Stage I technical proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal.

EVALUATION CRITERIA TO BE APPLIED IN THE SELECTION PROCESS IN DESCENDING ORDER

OF IMPORTANCE ARE AS FOLLOWS:

1. SPECIALIZED DESIGN EXPERIENCE AND TECHNICAL COMPETENCE: (40%) Design experience and technical competence in the type of work required and where appropriate, experience in energy conservation, and the use of recovered materials.

Submission Requirements: Provide a detailed narrative of five (5) relevant projects (not five projects for each firm or consultant), completed within the last five (5) years, that best illustrate overall team experience relevant to this contract scope, to include design capability, cost control, quality of work, and compliance with performance schedules. The contractor shall submit at a minimum of three (3) references for each project. Each contractor is responsible for providing questionnaires (provided by the Government) to their references to be completed in a timely manner to allow a completed questionnaire to reach this office by the time and date specified for receipt of information identified in the solicitation.

List projects that demonstrate the teams experience with projects of similar size and scope to those described to be performed under this contract. In addition, address the following: a) Describe the team’s experience in sustainable design, use of the U.S. Green Building Council LEED System including descriptions of waste reduction techniques and energy efficiency in facilities designed by the team, and familiarity with use of recovered materials on construction contracts per the Federal Acquisition Regulations (FAR) clause 52.223-9; b) Describe the team's familiarity with security criteria for the safety of personnel in Federal facilities and associated mitigation measures in design and construction, including, but not limited to, standoff distances, blast resistant design and prevention of progressive collapse. c) Describe the team’s experience in and performance on the preparation of Building Evaluation Study or Project Development Study; d) Describe your experience with computerized project management systems (ePM) and describe in what way ePM has been used on project(s). These requirements may be fulfilled by the offeror or a team sub consultant with the appropriate background.

2. CONSTRUCTION MANAGEMENT AND INSPECTION CAPABILITIES: (20%) Experience and capability of the firm or consultants with respect to complete management and inspection services for projects of the type described above in the construction phase.

Submission Requirements: Provide a detailed narrative of five (5) relevant projects (not five projects for each firm or consultant), completed within the last five (5) years, that best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the team’s experience with projects of similar size and scope to those services to be performed under this contract. In addition, address the following: a) Describe the team’s experience in project design phase services (e.g., design technical reviews, code compliance reviews, cost analysis, cost control/monitoring, design problem resolution, etc); b) Describe the team’s experience in project procurement phase services; c) Describe the team’s experience with project construction phase services; d) Describe the team’s experience with commissioning services; e) Describe the team’s experience with quality control testing and inspection services; f) Describe the team’s experience with post-construction services. These requirements may be fulfilled by the offeror or a team sub consultant with the appropriate background.

3. PROFESSIONAL QUALIFICATIONS: (20%) Professional qualifications necessary for satisfactory performance of required services.

Submission Requirements: Submit the names, qualifications, and relevant projects of each key personnel (listed above) who will be assigned to this contract by completely filling out “Section E” on Standard Form 330. Relevant projects must have been completed within the last eight (8) years, and be similar to the services requested in this contract. The contractor shall submit at a minimum of three (3) references (each) for the Principal, and each Architect proposed. Each contractor is responsible for providing questionnaires (provided by the Government) to their references to be completed in a timely manner to allow a completed questionnaire to reach this office by the time and date specified for receipt of information identified in the solicitation. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline

4. PAST PERFORMANCE CAPABILITIES: (20%) This factor considers the satisfactory past performance, within the last ten (10) years, of the firm and consultants on contracts with previous work which relates directly to the work described in this Request for Qualifications with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.

Points of contact provided in other criteria may be contacted. A firm with no record of past performance information shall be evaluated neither favorably nor unfavorably.

Submission Requirements: Provides verifiable information and references for five completed (5) projects.

In order to be considered satisfactory, the contractor must have completed the work on time and, in accordance with all contract requirements. The individual(s) responsible for awarding and administering the similar contracts will provide the assessment of the contractor's performance. Each contractor is responsible for providing one (1) questionnaire (provided by the Government) to their reference in line 23b of Standard Form 330 for each example project. It is the responsibility of the contractor to make sure that the questionnaire is completed in a timely manner to allow a completed questionnaire to reach this office by the time and date specified for receipt of information identified in the solicitation. The Government will consider information provided by reference as well as other relevant information from other sources when evaluating the Offeror’s past experience. Where there is duplication with factor (1) Specialized Design Experience and technical competence, the firm and consultants shall address his or her participation in the project.

Firms will be evaluated to determine the most highly qualified firms based on criteria responses.

The evaluation board will review the Statements of Qualifications (Standard Form 330). The board must evaluate all firms in accordance with the criteria cited in this notice. Following the evaluation of the

Statements of Qualifications, the short-list of up to eight (8) firms will be announced on Fed Biz Opps. The firms selected will be contacted for interviews. The interviews will involve discussions on project concepts and the relative utility of alternative methods of furnishing the required services. The purpose is to obtain additional qualifications, performance, management data, and other information needed to properly apply the evaluation criteria. The short-listed firms are allowed up to 60 minutes for the interview. Following the interviews, up to five (5) firms will be considered to be the most highly qualified to perform the services.

This is considered to be the final selection of the competing firms. Upon final selection, the contracting officer is authorized to begin Stage II negotiations with the top-ranked firms.

ADDITIONAL INFORMATION

Standard Form 330s will be evaluated to determine the most highly qualified firms based on criteria responses. Evaluating past performance and experience may include review of information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, inaccessible points of contact, or invalid phone numbers could result in a firm being considered less qualified. If negative information is received from sources not noted in the Offeror’s proposal, the Offeror will be given an opportunity to respond.

SUBMISSION REQUIREMENTS

Submittals not meeting the minimum requirements of the Request for Qualifications (RFQ) shall be considered non responsive and will receive no further consideration.

Minimum Requirements: a) Each contractor must submit a Statement of Qualifications on the SF 330 (Architect-Engineer Qualifications) for the prime contractor and each proposed sub-consultant. Part One and Part Two must be completely filled out; b) Statement of Qualifications shall be in 1½ inch, 3-Ring Binders, 8 ½ x 11, addressing each of the evaluation factors. All pages shall be numbered sequentially (i.e. p. 1, 2, 3…), regardless of section/tab layout. Proposals shall be limited to 50 single sided or 25 double-sided pages of 8 ½ x 11 sized paper with Arial Font, 12 pitch, exclusive of the cover sheet, dividers and table of contents; c) Organization chart; d) Offerors shall submit an original and three (3) copies of Statement of Qualifications. E-mail or faxed submissions will NOT be accepted.

Registration in Online Representations and Certifications Application (ORCA) is encouraged in responding to this solicitation (http://www.bpn.gov). In addition, active registration in CCR (http://www.ccr.gov) is required in order to conduct business with the Federal Government.

DUE DATE

A pre-proposal conference will not be conducted; however, all questions must be received in this office by May 20, 2010. A/E firms may email their questions to: David.Stadelman@gsa.gov.

Firms shall submit qualifications no later than May 24, 2010 at 10:00 a.m. MST, to the Contracting Office Address.

All submittals must clearly indicate the solicitation number 8PSMP-10-0025. Late submittions will be handled in accordance with FAR 52.215-1(c)(3).

SUBCONTRACTING PLAN REQUIRMENT FOR LARGE BUSINESS ONLY

The selected firm, if a large business, must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. In accordance with Public Law 97- 507, the A-E will be required to provide the maximum practicable opportunities for Small, Small Disadvantaged, and Women-Owned Small Business concerns to participate as subcontractors in the performance of the contract. Firms must also provide with the Standard Forms (SF's) a brief written narrative of outreach efforts made to utilize Small, Small Disadvantaged and Women-Owned Businesses.

The narrative shall not exceed one typewritten page. The use of subcontractors/consultants shown on the submitted SF's will be reflected in a Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan included in the successful firm's contract. Contract award is contingent upon negotiation of an acceptable subcontracting plan. The Small Business Goals as of the date of this proposal are: Small Business 28%, HUB Zone 3%, Small Disadvantaged Business 5%, Service Disabled Veterans 3%,Women Owned 5%.
