About this file

This is an Addendum 1 to Request for Bid 8963 issued by the City of Madison Finance Department Purchasing Services for winter season snow plowing and removal services for the City Parking Utility. The service period begins November 1, 2020 and continues until snow stops in 2021, with subsequent renewal options following the same seasonal schedule (November 1 through snow cessation). The addendum clarifies key bidding requirements and policies in response to vendor inquiries, including specifications on subcontracting limitations, seasonal dates, and insurance requirements.

The addendum establishes that subcontracting is permitted only for dump trucks required under the contract, and subcontractors must be under full control and ownership of the primary contractor, who assumes all responsibility for damages. Local Vendor Preference points are awarded only to the primary contractor signing the agreement, not to subcontractors. Performance bonds are not required at bid submission but must be submitted upon receipt of an intent to award letter. All vendors must maintain professional liability insurance with $1,000,000 limits as a standard City of Madison business requirement. The City does not offer preference points for women-owned businesses under this RFB format, though such considerations apply to Requests for Proposals. Bidders must acknowledge receipt of this addendum on RFB Form B.

RE: ADDENDUM 1

8963-0-2020-AH

Parking Utility Winter Season Snow Plowing and Removal Service

Notice to All Bidders, please note the following responses to the questions received:

1. For the purpose of this Request for Bid, does the City of Madison allow subcontracting?

For the purpose of this RFB the City of Madison allows subcontracting, but only as it relates to the number of dump trucks required. Also, the subcontractor must be under the full control/ownership of the company that signs the contract. The contractor also assumes responsibility for any damages done by the subcontractor in our facilities. Remember that the contractor must make this contract their greatest priority and any delay in providing services caused by a subcontractor providing services elsewhere, will be sufficient reason to revisit award of the contract.

2. Could you provide us with the exact dates for the expected winter season snow removal?

The season starts on 11/1/2020 until the snow stops in 2021. Similarly, if the options to renew the RFB contract is exercised for subsequent years, the season starts on 11/1/2021 until the snow stops in 2022, and so on.

3. If a vendor subcontracts to a local vendor, would this still be considered for “Local Vendor Preference”?

No. The City of Madison only awards “Local Vendor Preference” points to the primary contractor; i.e. the awarded vendor who will signed the contract with the City of Madison (see number 1 above). Please read Request for Bid 8963 Section 1.14 for how the City evaluates whether a vendor is given “Local Vendor Preference” or not.

4. Do you have preference points for women owned businesses?

Not for Request for Bids such as this one. However, other Request for Proposals have preference points given to companies with commitment to promote Racial Equity and Social Justice (women owned businesses would be included under this category). Moreover, Request for Proposals also have preference points for SBE (Small Business Enterprise) if the project receives Federal funding sources.

5. This RFB requires submission of performance bond sheet submitted. Could you clarify when this should be submitted?

Interested vendors do not need to submit performance bond as part of this RFB. However, this is a requirement. Therefore performance bond needs to be submitted once an intent to award letter has been published as part of the contracting process.

6. It is shown on RFB document that professional liability with $1,000,000 limits are required. Could you explain why this would be required?

This requirement is not specific to just this RFB. The City of Madison requires every vendor doing business with us to possess professional liability insurance in the stated amount.

Bidders must acknowledge receipt of this addendum accordingly on RFB Form B, Receipt Forms and Submittal Checklist.
