2. General - Is there an incumbent on this contract in all WAPA regions and if yes, what firm is currently performing this service.
WAPA Response: No.
3. General - Will the tower inspections and maintenance require rope access technicians or are all areas of the towers accessible by climbing.
WAPA Response: All WAPA communication towers are accessible by climbing. WAPA requires 100% attachment on communication towers. There are methods of rope access that are acceptable and provide 100% attachment. If the contractor chooses to use rope access, that system would need to be reviewed for compliance and approved by WAPA.
4. Will specifications be provided for maintenance parts?
WAPA Response: No specifications are provided for maintenance parts.
5. The PWS Sections 3.1, 3.2, and 3.3 calls out repairing galvanized guy wires, etc. What type of coating is to be applied in the field?
WAPA Response: Cold galvanizing (spray on application).
6. The SNR towers are marked “N/A” on the WAPA Tower Inspection Plan. Will these towers be inspected in the years that are marked as “N/A”, or are these towers excluded from inspection?
WAPA Response: At this time SNR will continue to complete their own tower inspections as identified in the plan in the years that are marked N/A, however, it is possible SNR may decide to issue a delivery task order under this award to have them completed.
7. The “Sioux City Repeater” tower is marked as inspected in years 3 and 5 in the WAPA Tower
Inspection Plan. Is this an error or will this tower be inspected twice in the first 5 years?
WAPA Response: Sioux City Repeater tower should be year 5 only in the WAPA Tower Inspection Plan attachment, which has been updated accordingly under Amendment 1 of the solicitation.

8. Is a NATE Membership Required for the Contractor firm, or is this requirement met if the inspectors performing on the project have
NATE safety certification or an equivalent certification?
WAPA Response: At a minimum, one (1) employee of the firm responsible for the performance of work or performing the work on the project would be a NATE member.
9. Past Performance, does a firm’s prior experience in electrical transmission tower inspections and maintenance (up to 400 feet) and tower inspections and maintenance in the Oil and
Gas Industry qualify as “Past Performance”, or must the past performance be in the communications towers industry?
WAPA Response: Experience related to communication towers, specifically antennas, waveguide, grounding-lightening protection, knowledge of sensitive or rugged, RF Radiation exposure risks, etc. is preferred and more specific than general experience in tower inspections and maintenance. Relevance and similarities in complexity and magnitude compared to the requirements described in the PWS will be evaluated accordingly.
10. The evaluation criteria indicate that proof of applicable certification of licensure from an accredited source. Other than NATE, what other accredited sources will be accepted (e.g., IRATA, SPRAT, etc.)?
WAPA Response: A Safety Certification is required and shall be used as a guideline for the contract’s quality control program. The
Offeror’s proposed Safety Management Plan will be evaluated for compliance with requirements.
National Wireless Safety Alliance ---NWSA or
North American Technical Excellence -NATE
Certification https://natehome.com/membership/current-nate-membe rs/ is preferred, however, other comparable certifications in accordance with OSHA3877 best practices guidelines is also acceptable. More specifically, NATE's accreditation is based on a peer-review process made possible by volunteer experts who assist with the assessment of facilities and sit on NATE's various technical committees. To maintain accreditation, facilities

must be re-assessed regularly. The Industrial
Rope Access Trade Association (IRATA) and the
Society of Professional Rope Access Technicians
(SPRAT) mentioned in the question are internationally recognized standards for rope access work. Certification is attained by completing a 4-day course, then passing a written, oral and practical test administered by an independent IRATA Assessor or SPRAT Evaluator.
IRATA covers the oil and gas industry and correct rigging of rope access, but no mention of communications towers or associated equipment.
For these reasons IRATA and SPRAT are not considered a comparable accreditation to the NATE certification.
11. Will the inspection teams or superintendent be credentialed so that a WAPA escort is not required for entry to the tower sites?
WAPA Response: No contracted employees will be credentialed, a WAPA escort is always required for work performed under this project.
