The Contractor will adhere to the following measures:

(a) Vehicle access will only be permitted on well-established roads unless soils are dry. Soils will be considered sufficiently dry for vehicle access when they resist compaction, and after annual plants have set seed (generally June 1 to September 30, or as determined by a qualified biologist based on personal observation of the soils).

(b) When feasible, all maintenance activities will be routed around wet areas while ensuring that the route does not cross sensitive resource areas.

(c) If activities are proposed within 250 feet of a seasonal wetland a biological monitor will be present and/or a qualified biologist will clearly mark the limits of the feature(s) or appropriate buffers. A qualified biologist will clearly flag a 50 foot buffer around all seasonal wetland features if work is proposed during the wet season (generally October 1 to May 31) or flag the feature if work is proposed during the dry season (generally June 1 to September 30).

(d) All equipment will be stored, fueled, and maintained in a vehicle staging area

300-feet or the maximum distance possible from any vernal pool, vernal pool grassland, or seasonal wetland, and no closer than 200-feet unless a bermed

(no ground disturbance) and lined refueling area is constructed and hazardous material absorbent pads are available in the event of a spill.

(e) Vehicles will be inspected daily for fluid leaks before leaving the staging area.

4. SPECIAL COMPLIANCE REQUIREMENTS: In addition to items in Section A of this Division 13, the Contractor shall adhere to the following:

a. Prevention of Air Pollution: Folsom Substation is located in Sacramento County, which is under the jurisdiction of the Sacramento Metropolitan Air Quality Management District (SMAQMD). Sacramento County has been designated as non-attainment for Federal ozone and PM 2.5 standards. If an air permit is required, the Contractor is responsible to provide a copy of the Authority to Construct to the COR 14-days prior to the start of work, and to remit a copy of the Permit to Operate to the COR prior to submittal of the final invoice.

For this project, an emergency backup generator will be required to provide power for the substation during the outage. This generator must be permitted by the local air district.

The Contractor will prevent emissions of fugitive dust from becoming airborne and leaving the property during construction operations in accordance with SMAQMD Rule 403, Fugitive Dust by employing Reasonably Available Control Measures to minimize dust. The Contractor will ensure industrial coatings are compliant under SMAQMD Rule 442, Architectural Coatings, and Rule 460, Adhesives and Sealants. All SMAQMD rules may be found here: http://www.airquality.org/businesses/rules-regulations.

Machinery Air Emissions: Diesel and large spark ignition equipment, including machinery, trucks, and all construction equipment used on the project shall be compliant with Federal, State, and local regulations, including those of the California Air Resources Board and SMAQMD. Diesel equipment shall be registered and/or permitted as required. If emissions control devices are required, they shall be installed on the equipment, maintained properly, and used in accordance with the regulations.

b. Prevention of Water Pollution: All projects shall be managed in accordance with Federal, State and local regulations. The Contractor shall utilize best management practices (BMPs) to protect surface and ground water from pollution caused by construction activities. Runoff from excavated areas and piles of excavated material, wastes, or chemical products shall be controlled. Concrete washing shall not be permitted at any source of surface water.

c. Waste Management: All materials generated from the project that can be recycled, shall be recycled. Quantities of recycled and waste materials shall be reported to the COR according to the provisions of Western’s Construction Standards document, section 13.7. Manage hazardous, universal (i.e., fluorescent lamps, aerosol cans, etc.), and non-hazardous wastes in accordance with State and Federal regulations, and in accordance with Western’s Construction Standards document, section 13.7 Disposal of Waste Material. Coordinate all disposals with the COR and disposals of hazardous waste, including oil with Environment.

Environment staff must be on-site to sign hazardous waste manifests generated from the project.

d. Spill Prevention Notification and Cleanup Plan: The project involves the use of pollutants including oil, etc., therefore a spill prevention and notification plan must be submitted to the COR for review and comment at least 14-days prior to the start of work. Pollutants include any hazardous or non-hazardous substance, that when spilled, will contaminate soil, surface water or ground water. This includes any solvent, oil, paint, pesticide, engine coolants, and similar substances. The plan shall be prepared in accordance with Section 13.11:

This plan shall describe spill prevention measures used at the jobsite to prevent spills.

The plan shall describe the procedures for notification in the event of a spill.

If a hazardous substance spill exceeds 10 gallons or if any amount has been released to surface water, or storm drains, the COR and WAPA Environmental Compliance staff shall be notified.

(1) WAPA COR or Technical Representative: To be determined.

(2) WAPA Environmental Compliance: Kristen Dalldorf, (916)397-9186.

WAPA Environmental Compliance staff shall be responsible to make notifications to state agencies including the Cal OES State Warning Center (800) 852-7550, the National Response Center (800) 424-8802 (if the spill >42 gallons on land), and respective local agencies.

The plan shall describe awareness training procedures implemented to ensure personnel are knowledgeable about the contents of the Plan and the need for notification.

The plan shall identify a commitment of manpower including equipment and materials.

Message from the Administrator

At Western, we show our commitment to safety every day through the actions we take, the training we offer and the work conditions we provide. We expect the same commitment to safety from each of our contractors who provide products or services to Western. In performing work for Western, all contractors must make the right decisions to ensure that the work environment is as safe as possible.

Our safety program is based on four points:

Safety procedures or common sense must be applied by each Federal and contract employee. Safety should not be set aside to meet a project schedule or for personal convenience.

Employees and contractors must believe that they have the right and the responsibility to identify and take action to reduce, if not eliminate, hazardous work environments and hazardous work practices.

Managers and supervisors must lead by example and execute their responsibility to ensure each job is accomplished in a safe and healthy way.

Safety is a personal responsibility. Each individual makes the decision on what action to take to accomplish a task.

By integrating these principles into every task we take, together we can ensure Western is a safe place to work.

Mark A. Gabriel Administrator
