About this file

This document is a Special Notice regarding the Department of Energy (DOE) Office of Environmental Management (EM) Consolidated Technical Support Services (CTSS) procurement. It provides an update on the Draft Request for Proposals (RFP) previously posted on March 7, 2024, specifically addressing comments related to subcontractors. The Notice clarifies that the term "Offeror" only refers to the single corporation or contractor team arrangement, and that subcontractors as defined in FAR 9.601(2) should not be included in responses to the Final RFP, which is currently anticipated to be issued in Summer 2024. DOE will provide offerors another opportunity to submit questions or comments once the Final RFP is released, but is not requesting proposals at this time.

(Note: Update on EM Consolidated Technical Support Services Draft Request for

Proposals (RFP) post on March 7, 2024)

The following update is provided for informational purposes to address Draft RFP comments related to subcontractors. All other comments are being considered in development of the Final RFP. To Prospective Offerors:

The term “Offeror” used in the Draft Request for Proposals (L.11 (a)(1)) only refers to the single corporation or contractor team arrangement as defined in FAR 9.601(1). For example, limited liability companies (LLCs), limited liability partnerships (LLPs), joint ventures (JVs), or similar entities or arrangements, including newly formed business entities formed solely for the purpose of submitting a proposal for this requirement.

Responses to the EM Consolidated Technical Support Services Request for Proposals shall not include “Subcontractors” as defined in FAR 9.601(2).

Subcontracts issued after award will be subject to the terms of the contract, including the approval process in Section I.121, FAR 52.244-2 Subcontracts (Jun 2020).
