PORTSMOUTH (PORTS) DECONTAMINATION AND DECOMMISSIONING
(D&D) PROCUREMENT – SPECIAL RELEASE OF INFORMATION REGARDING
ANTICIPATED CHANGES FOR THE FINAL REQUEST FOR PROPOSAL
The Department of Energy (DOE) greatly appreciates all of the companies that participated in the PORTS D&D One-on-One Sessions held January 25-27, 2022, in response to the release of Draft Request for Proposal (RFP), Solicitation No. 89303321REM000092. In response to some key areas of concern where DOE consistently received the same or similar feedback, and the requests for DOE to address the suggested changes sooner than release of the Final RFP for potential offeror planning purposes, the EMCBC is issuing this notice to advise of the plans to include the following changes in the Final RFP.
• DOE anticipates changing the relative importance of Management Approach to be equal to Past Performance. Therefore, the revised language for Section M.6 DOE-M-
2011 Relative Importance of Evaluation Factors (Oct 2015), paragraph (a) is anticipated to appear as shown below:
(a) The relative importance of the evaluation factors for the Technical and
Management Proposal (Volume II) are below.
(1) Key Personnel;
(2) Past Performance; and
(3) Management Approach.
Key Personnel is more important than Past Performance and Management
Approach. Past Performance and Management Approach are considered equal in importance.
• DOE anticipates the Final RFP requirements will require named individuals to be provided for all Key Personnel positions. The instructions and evaluation criteria will align the non-required Key Personnel position(s) with the two (2) required Key
Personnel positions of Program Manager and Decontamination & Decommissioning
Manager. The Program Manager is the most important. The Decontamination &

Decommissioning Manager is less important than the Program Manager. The non-required Key Personnel are of equal importance to each other, but are less important than the Decontamination & Decommissioning Manager.
• DOE anticipates reducing the quantity of calendar days for processing the
Contractor’s invoice payments to align with other End State Contracting Model procurements, which would be reflected in the following revisions:
o Revise the timeline in Section G.6 DOE-G-2005 Billing Instructions –
Alternate I (Mar 2019) (Revised) (For Cost-Reimbursement Task Orders), paragraph (a) from “thirty (30) calendar days” to instead read “fourteen (14) calendar days”.
o Revise the timeline in Section G.7 Invoice/Payment Procedures, paragraph (a) from “thirty (30) calendar days” to instead read “fourteen (14) calendar days”.
o Revise the timeline in Section G.7 Invoice/Payment Procedures, paragraph (e) from “thirty (30) calendar days” to instead read “fourteen (14) calendar days”.
The DOE appreciates your time and initial comments and looks forward to receiving your written comments on or before February 3, 2022.
