POSITION QUALIFICATIONS

The following positions are required to support Legacy Management Support Services Contract.

Educational Requirements: All position descriptions have specific educational requirements. A degree must be from an accredited college or university.

Security Requirements: Most personnel will not require security clearances.

The following positions will require “Q” clearances —employees filling these positions are expected to have initiated the process to obtain the required clearance within fifteen (15) days of start date on the contract:

Engineer, Four (4) contractor staff members in the Engineer, Scientist, and/or Manager labor category who are the designated Scientist, and/or to provide technical support of long-term surveillance and maintenance sites that require handling of classified Manager handling of classified information.

Records Two (2) contractor staff members in the Records Management Specialist labor category to Management support handling of classified information.

Specialist

Information One (1) contractor staff member in the Information Technology Specialist labor category to Technology to provide Cyber Security support as needed.

Manager One (1) contractor staff member in the Manager labor category to provide Cyber Security support as needed.

Please submit resumes for the four key personnel positions identified below. Submit a Letter of Commitment (see Attachment

6) for each of the key personnel positions.

CATEGORY DESCRIPTION

Key Positions Primary responsibilities for the planning, organizing, and directing personnel, equipment and resources necessary for the successful completion of the performance objectives in the Statement of Work (SOW).

Minimum Requirements Description

*IDIQ Manager

Key Personnel

An advanced degree from an accredited college or university in business management, engineering or science and a minimum of 10 years relevant work experience at the senior program level is required; or a Bachelor’s degree or equivalent from an accredited college or university in business management, engineering or science with at least 15 years relevant experience at the senior program level is required. The position requires the demonstrated overall management of major projects dealing with stewardship activities of complex environmentally impacted sites and assets either owned or managed by the program or business. The position must have extensive experience as a Program Manager of a major Government or commercial support services contract. The position requires excellent communication, problem solving, analytical, and team building skills.

The IDIQ Manager leads, manages, and integrates the overall activities of the organization to accomplish technical, business, records management, information technology, and asset management performance objectives. The IDIQ Manager serves as the contractor counterpart to the Government’s IDIQ Contracting Officer Representative for all program-wide contract technical issues, contract performance, and issue resolution; provides oversight and executive level management to all staff under this contract. Represents the Contractor at all contract post-award meetings. Provides strategic direction, vision, leadership, and program management supervision and counsel to the Contractor workforce.

*Information and Technology Manager business management or information technology/systems management and a minimum of 5 years relevant work experience at the program level is required; or a Bachelor’s degree or equivalent from an accredited college or university in business management or information technology/systems management with at least 10 years relevant experience at the program level is required. The Information and Technology Manager leads and manages the Information and Technology Management Services functional area. Provides strategic direction and synchronization for Records and Information Management Support, Environmental and Spatial Data Management and Information Technology Support.

*Health & Safety Manager business management, engineering or science and a minimum of 5 years relevant work experience at the senior program level is required; or a Bachelor’s degree or equivalent from an accredited college or university in business management, engineering or science with at least 10 years relevant experience at the senior program level is required. The position requires demonstrated Health and Safety management of a major program dealing with stewardship activities of complex environmentally impacted sites and assets either owned or managed by the program or business. The position requires excellent communication, problem solving, analytical, and team building skills. A Certified Safety Professional (CSP) certification is preferred.

The Manager leads and manages the Health and Safety segment of the organization to accomplish technical, business, records management, information technology, and asset management performance objectives.

*Quality Assurance Manager years relevant work experience at the senior program level is required; or a Bachelor’s degree or equivalent from an accredited college or university in business management, engineering or science with at least 10 years relevant experience at the senior program level is required. The Administrative Specialist 1 performs specific, non-technical administrative support assignments such as program/project administration, clerical, document control, information reproduction, business logistics, and training support.

Vocational/technical school diploma or Associate’s degree with a minimum of 4 years of job related experience is required or at least 8 years of job related experience. Demonstrated good communication, analytical and team-building skills and a working knowledge of computer system and software application programs.

The Administrative Specialist 2 performs specific, as program/project administration, clerical, document control, information reproduction, business logistics, and training support.

The Environmental Specialist 1, under close supervision or using detailed procedures, performs simple or routine tasks or tests. Work is checked in progress or on completion. Duties will vary and will fall under general categories such as assembling or constructing simple or standard equipment;

conducting simple or routine tests; gathering and maintaining specified records of engineering data such as tests, drawings, etc.; plotting data and drawing simple curves and graphs.

Vocational/technical training beyond high school and a minimum of 5 years of job- related experience or equivalent is required.

Demonstrated good communication and analytical skills; working knowledge of computer systems and software application programs.

The Environmental Specialist 2, under general supervision, performs non-routine tasks or tests of some complexity and variety within, but not necessarily limited to, a prescribed area of expertise.

Selects or adapts standard procedures or equipment, using fully applicable precedents. Receives initial instructions, equipment requirements, and advice from supervisor as needed. Duties will vary and will fall under general categories such as assembling or constructing equipment; conducting a variety of tests using established methods; extracting engineering data from various prescribed but non-standardized sources; processing the data following well-defined methods including elementary algebra and geometry;

presenting the data in prescribed form.

7 years of job- related experience or equivalent is required.

Demonstrated excellent communication and analytical skills;

expertise in computer systems and software application programs.

The Environmental Specialist 3, under general supervision, performs non-routine tasks or tests of some complexity and variety within, but not necessarily limited to, a prescribed area of expertise.

Selects or adapts standard procedures or equipment, using fully applicable precedents. Receives instructions, equipment requirements, and advice from supervisor as needed. Duties will vary and will fall under general categories such as assembling or constructing equipment; conducting a variety of sampling tests which may require minor modifications or setups; extracting and compiling a variety of engineering data from monitoring notes, manuals, etc.; processes data, identifying errors or inconsistencies; selects methods of data presentation.

10 years of job- related experience or equivalent is required.

The Environmental Specialist 4 performs non-routine assignments of substantial variety and complexity, where operational precedents may sometimes not exist. Such assignments, which are typically parts of broader assignments, are screened to eliminate unusual design problems. May also plan such assignments. Receives technical advice from supervisor; work is reviewed for technical adequacy or conformity with instructions. Duties will vary and will fall under general categories such as developing or reviewing designs of monitoring equipment;

conducting sampling tests requiring selection, adapting and modifying test equipment or test procedures; extracting and compiling a variety of engineering data from monitoring rig notes, manuals, etc.; processes data, identifying errors or inconsistencies; selects methods of data presentation.

12 years of job- related experience or equivalent is required.

The Environmental Specialist 5 performs non-routine and complex assignments of involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project. Selects and adapts plans, techniques, designs, or layouts, using fully applicable precedents. Contacts personnel in related activities to resolve problems and to coordinate the work; reviews, analyzes, and integrates the technical work of others.

Supervisor outlines objectives, requirements, and technical approaches; completed work is reviewed for technical adequacy and satisfaction of requirements.

May train and be assisted by lower level Environmental Specialists. Duties will vary and will fall under general categories such as monitoring, sampling units, devices or equipment; conducting sampling tests; analyzing results and redesigns or modifying equipment to improve performance; and reporting results.

Information Technology Specialist

Primary responsibilities for planning, managing and implementing an information technology program and architecture including supporting, operating, and maintain computer systems, networks, telecommunications, and cyber security.

Bachelor’s degree in computer science, engineering, or related scientific field is desired, but not required. Experience in supporting computer systems and information technology infrastructure. Good communication, problem solving, analytical, and team-building skills and a working knowledge of computer systems and widely used application software. The position will acquire on-the-job working knowledge of IT policies, requirements, and procedures applicable to all Federal agencies, including the Paperwork Reduction Act, the Clinger- Cohen Act, the Federal Information Technology Acquisition Reform Act (FITARA), and the Federal Information Security Management Act

(FISMA).

The Information Technology Specialist 1 performs a variety of program and project assignments with guidance from an IT team lead or supervisor.

Knowledge is required in one or more of the following areas: Information Assurance/Cyber Security; Help Desk Operations/End User Services;

Development, acquisition, installation, and operation of hardware and software; Network Server Administration; Data Center Management;

Infrastructure Management; and IT Governance/Project Management.
