SOLICITATION 89243519RFE000009 QUESTIONS & ANSWERS

Q: We have several recently completed questionnaires for GSA proposals. I am curious if these will be enough for this proposal or if we need to send our clients the current format provided in FBO? I am attaching a copy for your reference.

A: It is the offeror’s responsibility to ensure that the information provided in the other agency’s PPQ is substantially the same as the DOE PPQ.

Q: Additionally, our proposal will include two large business subcontractors. Will their technical qualifications and past performance be counted in our evaluation? Should they provide PPQs also? Will their past performance be counted in our team’s evaluation as subcontractors, or will it require the formation of a JV? In lieu of a Mentor-Protégé JV will you consider teaming letters?

A: If a teaming agreement or Joint Venture (JV) is proposed, then subcontractor technical qualifications and past performance shall be counted in your evaluation. Yes, PPQs should be provided for any JV or teaming members. Teaming agreement letters shall be required.

Q: Is the 50-page limit per SF330 submission or the entire submission package. We have an SF3330 for us as the prime and two SF330s for our two subcontractors. The total package is under 140 pages. Is this an acceptable format. This format and total package size was last year when I discuss the previous solicitation with Mr. Jackel. Please clarify.

A: The submitted package shall not exceed 50 single pages (25 if double sided). All pages shall be single spaced, using 12pt font, 1" margins, and when printed will fit on size 8.5" by 11" paper.

The page limits identified above do not apply to cover pages, tables of contents, organizational chart, or CPARS/PPQ evaluations. Response pages that exceed the identified page limitation listed above shall not be evaluated and will be removed from the existing file.

Q: What is the deadline for asking questions?

A: The deadline for submission of questions is 2pm CDT on Wednesday May 22, 2019.

Q: What is the allowable format/method for asking questions?

A: Questions must be submitted in written format via email to justin.dudenhefer@spr.doe.gov.

Q: Is the 50-page limit applicable only to SF-330 Part I (with other exclusions as already listed in the solicitation)? SF-330 Part II is essentially pro-forma information that requires one page per team member and was excluded from the page count in the prior solicitation.

A: The submission is limited to 50 pages minus those items which are excluded as stated in the solicitation.

Q: The SF-330 Form that is downloadable from the link provided in the solicitation has approximately 3/8” margins and the form-fill enforces an 11-point font--this means that using the provided GSA link would be non-compliant with the current limitations of the solicitation. Can the solicitation requirements be revised to be consistent with the standard

5/9/19 form SF-330 provided? Many companies customize their own SF-330 form, but they are largely consistent with the Government’s base SF-330 formatting.

A: The formatting requirements specified in the solicitation apply to anything other than the official GSA SF 330 form found at the link in the announcement.

Q: We request clarification to the answer to the second question published on 5/2/19. If typical prime contractor / subcontractor relationships are proposed, are teaming agreements required to be submitted (to count the subcontractor experience/qualifications), or does this requirement only apply to JV and Mentor-Protégé arrangements? If they are required for any entity besides the prime contractor, can this also be excluded from the page count?

A: If a typical prime/sub relationship is proposed, teaming agreements are not required. This requirement applies to JVs, Partnerships, and Mentor Protégé participants.

Clarification to previous question: Additionally, our proposal will include two large business subcontractors. Will their technical qualifications and past performance be counted in our evaluation? Should they provide PPQs also? Will their past performance be counted in our team’s evaluation as subcontractors, or will it require the formation of a JV? In lieu of a Mentor-Protégé JV will you consider teaming letters?

As defined by DCAA a Teaming Agreement is an arrangement between two or more companies, either as a partnership or joint venture, to perform on a specific contract. The team itself may be designated to act as the prime contractor; or one of the team members may be designated to act as the prime contractor, and the other member(s) designated to act as subcontractors (see FAR Subpart 9.6).

When the characteristics of joint control are evident, then the teaming arrangement is a joint venture.

When these characteristics are not present then the arrangement may more closely resemble that of a prime contractor/subcontractor.

Please see Section C of the SF-330 for an arrangement which falls under the above definition. If the characteristics of a joint venture are evident then the instructions on page 3 of the SF 330 require Joint Ventures selected for negotiations must make available a statement of participation by a principal of each member of the joint venture.

Please see the Chapter 37 of the DCAA Selected Area of Costs Guidebook for a definition of Teaming Agreement. https://www.dcaa.mil/Content/Documents/sac/Chapter37.pdf
