About this file
This is a performance work statement for the fabrication and testing of a prototype eight-axle railcar known as the Fortis. The Department of Energy seeks to fabricate one Fortis railcar, procure four instrumented wheel sets, and conduct single-car and multiple-car testing of the railcar to comply with Association of American Railroads Standard S-2043. Key deliverables include the prototype railcar, instrumented wheel sets, testing plans and reports, analysis files, and conditional approval of the railcar design from the AAR. The work will be conducted in two contract line items - the first for fabrication and wheel set procurement awarded firm fixed price, and the second for single-car and multiple-car testing awarded cost plus.

C.1 Introduction/Background Under the Nuclear Waste Policy Act of 1982, as amended, the U.S. Department of Energy (DOE) is responsible for disposal of spent nuclear fuel (SNF) and high-level radioactive waste (HLW), including associated transportation. DOE anticipates that rail will be the primary mode used for the transport of SNF and HLW due to the size and weight of the SNF containers (known as “casks”), which are certified by the U.S. Nuclear Regulatory Commission (NRC). The NRC has approved transport cask designs supplied by various manufacturers. The casks are typically steel cylinders that are either welded or bolted closed. The steel cylinder provides leak-tight confinement of the SNF. The transportation casks that could be used by DOE to transport SNF containers weigh approximately 80–210 tons.
The Association of American Railroads Standard S-2043 (AAR S-2043), Performance Specification for Trains Used to Carry High-Level Radioactive Material, is the technical standard railcars must meet to transport SNF and HLW in compliance with AAR’s interchange standards. DOE intends to use AAR S-2043-compliant railcars to transport SNF and HLW casks in the future. DOE has previously fabricated two prototype buffer railcars, one prototype rail escort vehicle, and one prototype 12-axle cask-carrying railcar (known as the Atlas railcar). These prototypes are currently undergoing testing to confirm they meet the AAR S-2043 standard. This Performance Work Statement (PWS) focuses on the fabrication and testing of one 8-axle cask-carrying railcar only.
AAR interchange rules require use of railcars that comply with AAR standards. The objective of AAR S-2043 is to provide a cask/railcar/train system that supports safe transportation of SNF casks in the railroad operating environment and allows timetable speeds with no restrictions on meets or passes. Also, AAR free/unrestricted interchange is desired to avoid the need for a special agreement by all railroads concerned for railcar handling between participating railroads. There are no 8-axle AAR S-2043-compliant railcars available for DOE to lease for its transport needs; therefore, new 8-axle railcars will be required to transport SNF and HLW on the U.S. rail network at standard commerce rail speeds. A DOE contractor (referred to as the “Fortis designer of record” in this document) has completed the design of an 8-axle cask-carrying railcar (henceforth referred to as the “Fortis” railcar). The AAR Equipment Engineering Committee (EEC) approved proceeding to fabrication of a prototype Fortis railcar in February 2021.
The purpose of this PWS is to fabricate a prototype Fortis railcar, to conduct railcar testing required by AAR S- 2043, and to receive railcar approval to operate the Fortis railcar from the AAR-EEC. The AAR EEC-approved1 design for the Fortis railcar will be provided to the prospective offerors by DOE as part of the RFP, along with the associated documentation. Offerors will be responsible for procuring S-2043 fabrication and testing documentation from AAR. The Fortis railcar prototype must comply with AAR’s Manual of Standards and Recommended Practices, including AAR S-2043. To verify the most current version of the Manuals or purchase the Manuals, use the AAR website https://aarpublications.com.
Each Fortis railcar is expected to carry one SNF transport cask at a time. The lifetime of a Fortis railcar is assumed to be 50 years. It is anticipated that the operating train consist for transporting SNF or HLW will be comprised of two locomotives, two buffer railcars, one to seven cask-carrying railcar(s), and one escort railcar.
This contract’s PWS only includes activities to fabricate and test the AAR S-2043-compliant Fortis railcar design. DOE does not plan to develop any new locomotives and expects the railcars to be transportable by standard freight locomotives.
DOE anticipates that this work scope will include the following:
1 Throughout this document, “AAR conditional approval” or “AAR approval” means approval by the AAR EEC for compliance with the AAR S-2043 standard.
8-axle Fortis railcar prototype fabrication Instrumented Wheelset (IWS) fabrication (or procurement), calibration, and associated electronics/data collection equipment Single-car testing (AAR S-2043, Section 5) Multiple-car testing (AAR S-2043, Section 6, DOE will supply S-2043 buffer and escort railcars) Test reports (AAR S-2043, Section 7) Post-test analysis (AAR S-2043, Section 8) Final report (AAR S-2043, Section 9) Submission of testing results to the AAR EEC Receipt of the AAR EEC’s conditional approval for the Fortis railcar
C.2 Contracting Strategy
The scope of work for this procurement is divided into two CLINs comprising four major tasks. The first task of CLIN 0001 is fabrication of the Fortis railcar. The second task of CLIN 0001 which will run concurrently with the first task, is fabrication or procurement of the calibrated IWS to be used in the railcar testing. The third task of CLIN 0002 is the execution of the single-car Fortis testing and the fourth task of CLIN 0002 is multiple-car Fortis testing. The contract type to be used for the fabrication of the Fortis railcar and the IWS acquisition will be firm fixed price. The contract type to be used for the single-car and multiple-car testing will be cost plus. The specific details for the work tasks are described in the sections below.
C.3 Scope of Work
