About this file

This document is an Amendment (Amendment 001) to Solicitation 88310325Q00059 for the relocation of Barack Obama Presidential Library artifacts from Hoffman Estates, IL to Archives II in College Park, MD. The amendment provides detailed responses to 67 contractor questions covering various aspects of the artifact move, including insurance requirements, shipping logistics, packing specifications, and performance details.

Key highlights include the project timeline of June 30, 2025 through September 18, 2025, with trucks allowed to begin shipping on July 7, 2025 and all work to be completed by September 12, 2025. The solicitation requires climate-controlled transportation, dual drivers with constant surveillance, and fine art handlers for artifact movement. The estimated project involves approximately 12 shipments using 53-foot trailers, with a maximum of 2,042 cubic feet per shipment. The high-value shipments are estimated to range from $1 million to $4.5 million, necessitating specialized handling and transportation protocols. The evaluation will be based on a Lowest Price Technically Acceptable method, with contractors required to provide detailed information about key personnel, subcontractors, and transportation capabilities.

Question 4: PG 1: Period of performance - June 30, 2025 through September 18, 2025 - Is the contractor expected to have staff on-site for the full duration of this time period or does this simply represent the earliest start time available and the deadline for completion?

Answer: The contractor only needs to have staff on site when needed to meet the agreed upon shipping schedule to: prepare materials for shipment, load trucks, ship materials, unload trucks, depalletize and shelve materials. Trucks cannot begin to ship earlier than July 7, 2025 pending coordination with the move of archival records and must be completed by September 12, 2025.

Change to RFQ: None.

Question 11: PG 7: 1.4 Period of Performance: All artifact and furniture/equipment moves must be completed by September 12, 2025 - Is this the date the last truck must depart IL, the date it must arrive in MD, or the date that the final load must be shelved and any unpacking completed?

Change to RFQ: None.

Question 12: PG 7: 1.4 Period of Performance: estimated at around 12 shipments - Is this estimate based on 53 ft trailers or another size vehicle? PG 7 1.4 Period of Performance: Is there a set schedule plan in place for the transfer of inventory over the time period, based on receiving in MD? *Example: all crated material shipment, then photo lab & materials shipment then Banana box shipment, pallet box shipment (there are categories on site).

The majority of standard sized containers: pallet boxes, banana boxes, FRC boxes, will be shipped as palletized units with the pallet box base and FRC and/or banana boxes stacked on top, strapped and shrink wrapped as a palletized unit. Crates and other non-standard sized containers (odd boxes) and photo equipment will generally be shipped later in the project.
