About this file

This document is a Response to Vendor Questions for a Request for Quotation (RFQ) issued by the National Archives and Records Administration (NARA) for Emergency Records Recovery Services. The RFQ includes a Performance Work Statement (PWS) and Blanket Purchase Agreement (BPA) Terms and Conditions.

The key details are: The RFQ covers physical and digital destruction of records, if necessary, but destruction is rarely exercised. There are no requirements for document/form generation or digital signature. The dollar limitation for each individual order under the BPA is $100,000, but if a BPA Call exceeds the Simplified Acquisition Threshold, NARA will utilize alternative procurement methods. NARA is not considering a SBIR Phase III set-aside for this acquisition. Contractors must be prepared to respond onsite within four hours of the initial call from NARA to initiate the required services.

NARA RFQ: 88310324Q00102

Emergency Records Recovery Services Amendment 0001 – Response to Vendor Questions

The purpose of this Amendment is to update the subject Request for Quotation (RFQ), the Performance Work Statement (PWS), and to address Vendor questions in response to the RFQ, and upload revised RFQ

Section 1

1. The following changes are hereby made to the RFQ/PWS:

A. RFQ and PWS are changed in the following areas:

The RFQ is changed in Enclosure 3 Blanket Purchase Agreement Terms and Conditions; 3.0 Purchase Limitation.

Section 2 Response to Vendor Questions:

Note: Questions are answered in format and in order received from Vendor. Contract Specialist copied and pasted questions as received from Vendor. No changes or deviations were made to Vendor’s questions by Contact Specialist.

1. I noticed this RFI had requirements for both physical and digital destruction of records. Is this correct?

Response: Destruction of records under this type of requirement is rarely exercised; however if the need should be necessary the vendor will be instructed as to what media type would require services.

Changes: N/A

2. Are there any requirements for document/form generation or digital signature?

Response: No, there are no such requirements stated/specified int the PWS

3. Requirements for impact level 2, 4 or 5?

Response: This question does not provide enough information for an accurate response. Please revise your question. Provide a section from the RFQ for reference.

4. Lastly, have you considered a SBIR Phase III set aside for this acquisition pathway?

Response: No, NARA is not considering the SBIR (Small Business Innovation Research Program) set aside avenue/venture at this time.

5. 3.1 The Contractor must provide a 24/7 emergency contact service, and provide an onsite agent and initiate services as discussed during the initial call at the affected NARA location within four (4) hours of being contacted by NARA. This will be identified during the initial call.

Can you elaborate on the term “initiate services” under this section? Does that mean be on site within four hours?

Response: The initial call will determine the type of services required and the response time, but contractors should be prepared to respond onsite within four hours.

6. 3.0 PURCHASE LIMITATION

The dollar limitation for each individual order under this BPA is $100,000.00.

What if a given project is larger and cost more than $100,000.00? Will multiple orders be issued for larger losses?

Response: The dollar limitation for each individual order under this BPA is determined under FAR 13.303-5(b); however, if a BPA Call exceeds the SAT, the Government will utilize alternative procurement methods.

Changes: See attached RFQ
