About this file

This document is an amendment to a solicitation for consulting services for comprehensive multispectral imaging. The National Archives and Records Administration is seeking a contractor to perform multispectral imaging of the Emancipation Proclamation and related records, including a copperplate engraving measuring 10 centimeters in height and width. The amendment provides answers to potential offerors' questions to clarify requirements. It specifies that equipment costs for imaging multiple records should be included in the total firm-fixed-price for the base period of performance under a new contract line item. The estimated total number of stacked images remains over 400, but the final number will be determined after examining the objects.

QUESTIONS AND ANSWERS

1. QUESTION: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

ANSWER: This will be a new contract.

RFQ CHANGE: NONE

2. QUESTION: 2.2.1 and 6.2: Since the Contractor is required to provide “all equipment, software, hardware, and ancillary materials to image multiple records” and “Rates should include the costs of deliverables, should equipment costs be specified and added to the labor mix in the total of the CLIN 001 Lot FP, or as an added CLIN per Attachment 1, 2.0d?

ANSWER: A new CLIN should be added to Attachment 1, Schedule of Prices specifying the equipment costs. Reference Attachment 1, Schedule of Prices, paragraph 2.0 (d) - To the extent that the Contractor requires ODCs, it shall add a new CLIN and provide the “Not-to-Exceed” ceiling applicable to the ODCs.

3. QUESTION: 2.2.1.3: Please provide the actual height and width dimensions of the “copperplate engraving measuring approximately 100 centimeters square.”

ANSWER: The height of the copperplate engraving is 10 centimeters; the width of the copperplate engraving is 10 centimeters.

RFQ CHANGE: ADD THE FOLLOWING SENTENCE TO PWS PARAGRAPH 2.2.1.3

“THE ACTUAL HEIGHT AND WIDTH DIMENSIONS OF THE “COPPERPLATE

ENGRAVING MEASURING APPROXIMATELY 100 CENTIMETERS SQUARE” IS:

HEIGHT 10 CENTIMETERS; WIDTH 10 CENTIMETERS.”

4. QUESTION: 2.2.1.3 Please confirm whether this “copperplate engraving” is the printed work on paper or the engraved copper plate itself.

ANSWER: The copperplate engraving is the engraved copper plate itself (not the printed paper);

it is a sheet of copper metal.

RFQ CHANGE: ADD THE FOLLOWING SENTENCE TO PWS PARAGRAPH 2.2.1.3

“THE COPPERPLATE ENGRAVING IS THE ENGRAVED COPPER PLATE ITSELF

(NOT THE PRINTED PAPER); IT IS A SHEET OF COPPER METAL.”

5. QUESTION: 2.2.2: While “the total number of original capture images will be determined in the planning and preparation phase” how was “total number of stacked images” estimate reached to determine this as “over 400”?

ANSWER: We requested background information from Imaging Scientists familiar with MSI work and they indicated that for a typical paper object the total number of stacked images was typically over 400. They were, however, unfamiliar with our actual items that we are planning to image. Therefore, we will not know if there will be 400 images until we examine the objects.
