QUESTIONS AND ANSWERS
1. QUESTION: Are the courses to be taught online AND In-Person? If In Person, what is the location for the training session?
ANSWER: Only online, everyone attending will be receiving the training online in the same method.
RFQ CHANGE: NONE
2. QUESTION: Will the delivery of these records management training sessions require domestic travel to Maryland, Georgia, Virginia, New Jersey, Chicago, Boston, and Atlanta?
ANSWER: See answer to Question 1.
3. QUESTION: Will each of these locations or other training delivery sites require the instructor and instruction team to travel there in person?
4. QUESTION: Please clarify Attachment 1, Section B – Course Details. Is this an indirect way of stating the expected course attendee list?
ANSWER: The course size is between 15-20 students.
5. QUESTION: For Attachment 1, Section B – Course Date of September 11th thru October 2nd, is this date valid? Is that when the course needs to be developed by?
ANSWER: The course needs to be developed one week before the session is conducted. Please see the Contractor Furnished Information/Equipment on RFQ 0001.

6. QUESTION: Is there an opportunity to Dry Run the Test with a Sample Set of NARA students to vette any course delivery challenges as may occur within the NARA Wide Area Network?
ANSWER: No. Once the course materials are submitted, the NARA Wide Network connections will be tested before course start date.
7. QUESTION: If the date range listed in Section B of Attachment 1 is correct, then how many Records Management Course Delivery Sessions are to held? Section 4.0, Description of Services, Task 1: Develop Training Materials, Section 4.1.1 references the delivery of an outline for how the contractor will design, sequence and develop and deliver the training for the content outlined in Paragraph 3.0. There is not a planned or proposed schedule. What is the proposed training delivery schedule, assuming a vendor is chosen
ANSWER: The amount of Records Management Training sessions to be held is flexible between the BPA Order dates. There is no proposed training schedule.
RFQ CHANGE: Please see amended Attachment 1 BPA Order.
8. QUESTION: Does the Contractor bill or is allowed to bill for the cost of any travel incurred, if on-site training is required or needed?
9. QUESTION: What are the security restrictions for doing video broadcast to online student attendees? How much bandwidth will be set aside for real time video communications and presentation?
ANSWER: There are no known restrictions known at this time and the bandwidth is not known at this time.

10. QUESTION: Can the course materials be presented in an approved NARA environment (vis-à-vis, College Park, Maryland) by only U.S. Citizens?
11. QUESTION: Does NARA have a process for the handling, receipt and delivery of CUI from vendors, including sensitive PII and non-sensitive PII data?
ANSWER: See SECURITY OF INFORMATION NAD PROTECTION OF CONTROLLED UNCLASSIFIED INFORMATION, INCLUDING PERSONALL INDENTIFIABLE INFORMATION in RFQ.
12. QUESTION: What component equipment can the winning contractor expect to receive from NARA? Access to the WI-FI? Slide Projector Screen with laptop hookup? Video Conference Capability? Learning Room Set Up Support? Access to NARA's Adobe Connect Account for webinar delivery
ANSWER: The Contractor will not be receiving any equipment from NARA. See Government Furnished Information/Equipment.
13. QUESTION: Page (4) Price (Volume III) All technical factors are equal in importance. All evaluation factors other than cost or price, when combined, are more important than cost or price while in section V. Competition and Evaluation states Award will be based on Lowest Price. Question: What is the evaluation criteria
ANSWER: The evaluation criteria for the BPAs is on the coversheet of the RFQ. The evaluation criteria for is in Competition and Evaluation on the order and award will be based on lowest price for the order.

14. QUESTION: ATTACHMENT 1, ENCLOSURE 2.If additional courses will be conducted how many will there be and how far in advance will the course topics be made available to the vendor for course development?
ANSWER: If additional course topics will be needed, the Contractor will be given time to prepare once the BPA order is sent out. It is unknown at this time if additional course topics will be needed.
15. QUESTION: Enclosure 3 3.0 Purchase Limitation 3.0 PURCHASE LIMITATION. The dollar limitation for each individual order under this BPA is $20,000.00. Question: How many orders does NARA anticipate under this BPA?
ANSWER: See answer to Question 14.
16. QUESTION: 3.0 PURCHASE LIMITATION. The dollar limitation for each individual order under this BPA is $20,000.00. Question: Is the Dollar limitation under this BPA for the course listed in the Details of attachment 1 or will there be similar limitations for other task orders under this BPA?
ANSWER: There is no dollar limitation.
RFQ CHANGE: Remove Purchase Limitation from Enclosure 3 BLANKET PURCHASE AGREEMENT TERMS AND CONDITIONS.
17. QUESTION: Will there be at any time multiple classes being conducted that would warrant more than one key personnel/ instructor providing the training?
ANSWER: No

18. QUESTION: Enclosure 4 Contract Type Question: There are a number of small businesses who can provide qualified personnel and services. Would NARA consider making this BPA a WOSB opportunity? is there any additional evaluation points for those vendors who are Woman Owned Small Business
ANSWER: This is not a set-aside requirement and there no additional evaluation points.
19. QUESTION: Enclosure 2 Question: Is the PRC team to be the only recipient of the training or will there be other teams participating in the training?
ANSWER: We are the only team, however, there may other people we work closely with.
20. QUESTION: Is the dollar limitation quoted specific to each training class delivered?
ANSWER: See answer to Question 16.
21. QUESTION: 4.1 – Task 1: Develop training materials – Should the quote include FFP for the development of the course materials?
ANSWER: The quote should include all costs.
22. QUESTION: 4.2.5 – Will the recorded training sessions take the place of instructor-led training? If so, should a quote be provided for the use of those courses?

RFQ 0001
Records Management Training
THIS IS A REQUEST FOR QUOTATION (RFQ) (THIS IS NOT AN ORDER) in accordance with FAR 8.405-3(c), Ordering from BPAs.
I. Requirement:
A. The Contractor shall provide Records Management Training in accordance with the BPA”. The Contractor, at a minimum, will identify basic elements of a system containing electronic records:
1. Content (data/information)
2. Structure (e.g., hardware, media, format, coding language), and
3. Context (e.g., metadata, representational information, inputs, outputs).
4. Structure
5. Understand the distinction between, definition of and role of hardware, software, operating system, and coding language.
6. Understand how data can be presented or organized, including the terms: structured vs. unstructured data, relational database, primary key (in a relationship database), dynamic vs static data in e-systems, and flat file.
7. Understand different media types, the pros and cons of each, including the difference between magnetic tape (open-reel or tape cartridges) and disk storage, and CD-ROM.
8. Understand the definition of a file format.
9. Understand different format types, basic definition of what they are and what they look like, including: textual data (ASCII, EBCDIC, Unicode, XML); and scanned text (TIFF, JPEG).
10. Understand the distinction between and role of multiple parts of a file format (wrapper and codec) and see what they look like.
11. Understand what is compression and the difference between lossy and lossless.

14. Understand the definition and role of metadata to make e-records understandable and accessible over time.
15. Understand the fact that there are different types of metadata (e.g., xml, sgml).
16. Understand that standards groups have determined what should be the most basic or core set of metadata maintained for e-records, and what they are.
17. Understand the definition and role of representational information. Examples of different types of system documentation that generally exist. Describe a record layout, what it does, how fields relate to each other, and how to read it.
18. What is a schema, what it does, when it’s used (currently for structured data), and how to read it.
19. What is a code book, what it does and how to read it.
20. Understand basic storage environments. Understand the definition of server, cloud, client-based, stand-alone, enterprise, and data warehouse vs data lake.
21. Understand basic concepts of data exchange/transfer: Understand basic options for transfer, generally how they work, and pros and cons of each, including: File Transfer Protocol (FTP), media-based, and cloud-to-cloud transfer. Understand the elements that enable data exchange, the role of marks delimiting a data element (including pipe delimited and comma delimited), and a record length indicator.
22. Understand basic elements of preserving electronic records: keeping them understandable, accessible and usable over time, including understanding:
23. What it means to put records that are in a format that is not dependent on specific hardware or software;
24. The role of open source software;
25. The role of migration;
26. The role of a media refresh; and
27. The problems presented by encryption and digital identification authentication measures.
B. Course Details:
1. Course Dates: September 11, 2019 – October 2, 2019 September 25, 2019 – October 16, 2019

C. All terms and conditions in the BPA are applicable.
II. Contractor Furnished Information/Equipment:
A. The Contractor shall develop and deliver for government review an outline of how they will design, sequence, develop and deliver training for the content outlined. The outline will be reviewed and approved prior to the contractor developing the training materials.
B. The Contractor shall deliver training materials to the government for review and approval at least one week prior conducting the training. If the training is delivered over multiple sessions, the training content delivery and review may also be segmented as long as the content for each session is delivered two weekone week before the session is conducted.
D. The Contractor will deliver any student training aids, references, or other materials developed for the course one week before the session is conducted.
E. The Contractor shall ensure that instructions for entering the online class is submitted to all students two (2) days prior to class. This time period allows the instructor and participants’ time to correct any errors with connecting to the online tool. This support may include connection validation checks by the students.
F. If provided by the Contractor delivery of training using the Contractor’s online training platform (e.g. Zoom, Adobe Connect). The training platform must permit synchronous audio and video interactions as well as tools supporting online learning.
G. The Contractor shall record all training sessions and deliver a recording of each session in .MP4 format to the government not later than 48 hours after the training session. Prior to the end of the contract, the Contractor will deliver to the Government a version of all recordings that includes closed captioning
H. Although recommended, certificates of training are not required.
III. Government Furnished Information/Equipment:
A. The Contractor shall coordinate the setup with the COR for the virtual training prior to instruction. If needed, NARA can provide personnel who supports the instructor in the IT component in this scenario.
IV. Quotation Submission:
A. The Contract shall provide a firm-fixed price for the subject course and all materials.

B. Request for quotations furnished are not offers. This request does not commit the Government to pay any cost incurred in the preparation or the submission of the quotation or to contractor for supplies or services. Any representations and/or certifications attached to this RFQ must be completed by the Contractor.

E. Contractors must use the unit pricing quoted in its BPA. However, contractors are encouraged to offer discounts off of the rates quoted in its BPA.
