About this file

This is an amendment to a Request for Information (RFI) for Health Care Benefits Services issued by the Peace Corps (Notice ID 8821). The amendment, released on June 1, 2026, provides preliminary cost and beneficiary estimates to help RFI responders understand the expected scope and scale of the potential contract. The RFI encourages responders to review Peace Corps' publicly available healthcare program information and broader organizational details available on the Peace Corps website.

The amendment details four distinct health care benefit plans with estimated beneficiary populations and associated claims costs across a base year and four option years. Plan 1 covers approximately 6,180 to 8,730 beneficiaries with estimated claims costs ranging from $1.2 million to $1.76 million annually. Plan 2 covers 5,000 to 8,000 beneficiaries with significantly higher claims costs ranging from $5 million to $8 million annually. Plan 3 and Plan 4 each cover 2,500 to 4,000 beneficiaries with Plan 3 costs ranging from $1.49 million to $2.38 million and Plan 4 costs not explicitly detailed but structured for shorter coverage periods (six months and one month respectively). The amendment also includes a two-year historical analysis of air ambulance services utilization across geographic regions, documenting 29 instances across various medical conditions including behavioral health, infectious disease, trauma, and cardiovascular issues. The government notes these are preliminary estimates subject to revision in any subsequent Request for Quotation and that actual contract requirements will be based on actual eligible beneficiaries and claims incurred.

Health Care Benefits Services (Notice ID 8821) – RFI Amendment 0001

RFI responders are encouraged to review the Peace Corps’ publicly available information on its healthcare program and overall operations. Additional details on Peace Corps healthcare can be found at: https://www.peacecorps.gov/what-we-do/life-in-the-peace-corps/health-and-safety/. Broader information about the Peace Corps and its mission is available at: https://www.peacecorps.gov/.

Below are preliminary estimates for the contract period based on trends and projections, and the costs do not include any contract administrative costs or fee estimates. These estimates are provided solely to help RFI responders to understand the expected size and scope of the contract. Estimates will be revised for the Request for Quotation, and actual requirements under any resulting contract will be based on the actual number of eligible beneficiaries and the actual claims incurred.
