About this file
This is Addendum 1 to Request for Bids (RFB) 8707-0-2018-BP issued by the City of Madison Finance Department Purchasing Services on behalf of the Madison Police Department Computer Forensics Shared Resources Partnership (C.F.S.R.P.), in conjunction with the Dane County Sheriff's Office. The addendum provides clarification on technical specifications for a forensic network evidence server to replace the existing Digital Intelligence FREDC Datacenter installed in 2013. Key specifications clarified include: dual CPU processors (specific model not mandated), minimum 48 ethernet ports, separate non-RAID boot drive for the operating system, Suse Linux Enterprise Server v11 SP2 (or compatible Linux-based system) to be quoted, and an integrated forensic workstation with hardware write-blocker capable of connecting to multiple device formats (PCIE, M.2, SATA, SAS, USB, Compact Flash, microSD/SD). The system must support up to four forensics personnel simultaneously and include centralized dongle management functionality to authenticate networked forensic workstations. The server is expected to be built and ready for installation within 30 days, with the contract term extending a minimum of five years.
The budget for this project is $75,000.00. Support and service maintenance is required for the life of the system (minimum five years) at "Next Business Day" response level. FIPS compliance is not required, and no specialized forensic software procurement is necessary. The City currently operates a Linux-based 64TB RAID 6 array with existing utilities including Symantec Ghost, NetLogon, FCC installer, Tableau Imager/Ultrabay, and Yosemite Server Backup. Bidders are required to acknowledge receipt of this addendum on RFP Form B and the Receipt Forms and Submittal Checklist. Questions should be directed to Brian Pittelli, City of Madison Purchasing Services.

RE: ADDENDUM #1
8707-0-2018-BP
Server for Forensics
Notice to All Bidders:
Please note the following responses to the questions received:
1) Single CPU or Dual CPUs?
Answer) Dual
2) Which model number CPU of Intel Skylake?
A) We do not have a specific answer for this question. We do not want to limit bids to specific processors.
3) How many and type of networking ports?
A) A minimum of 48 ethernet ports.
4) Do you require a separate set of disk drives to boot the operating system? If so, would the operating system be loaded onto a RAID1 mirror set of drives and how large??
A) Ideally, the operating system would be housed on a separate drive/set of drives. The operating system would not need to be mirrored or striped to a RAID.
5) What operating system will be running on this server? Do you need the O/S quoted?
A) We are currently running Suse Linux Enterprise Server v11 SP2. Linux based server software is preferred.
The OS will need to be quoted as well.
6) Do you require additional support service maintenance contract? If so, what duration (Years)? If so, what level (7x24 or Next Business Day)?
A) Yes. We would require support/service for the life of the system, which will be at least five years. We would require “Next Business Day” support/service.
7) Does the 30-day build time include all delivery, installation, and configuration to your standards?
A) The system should be built and ready to be installed within 30 days. Installation can occur after the 30 day window.
8) Are you requiring FIPS Compliance?
A) No

9) Is there any required software that was not addressed in the RFB? Anything specialized to forensics?
EnCase?
A) No. No forensic software is required.
10) Any additional specialized hardware aside from hardware write blocker needed? i.e. M.2 SSD adapter, PCIE SSD adapter?
A) The hardware write blocker must be able to connect to a number of different formats (such as PCIE, M.2, SATA, SAS, USB, Compact Flash, microSD/SD etc) and be integrated with the workstation.
11) How many forensics personnel could be using the system at one time?
A) 4
12) Does the system need the ability to crack any encryption?
A) No
13) What is your budget for this project?
A) $75,000.00
14) Can you please provide more clarification on question 4 on Page 14: That the server includes an operational forensic workstation with integrated hardware write-blocking?
A) We would like the server to have an attached forensic workstation (with a monitor and keyboard) that also has a hardware write blocker integrated into it in order to be able to acquire and examine digital evidence.
15) What does centralized dongle management mean? VPN? Internal authentication? What access is needed?
A) We require that the server houses dongles that allows the networked forensic workstations to authenticate the dongles.
16) What is the current hardware environment?
A) We currently have a Linux based 64TB RAID 6 array with an operational forensic workstation attached. It is a Digital Intelligence FREDC Datacenter that was installed in 2013.
17) How many years of hardware support should be included?
A) A minimum of five years hardware support.
18) Is there a minimum requirement for the life of the server?
A) A minimum of 5 years.
19) What software are you currently using utility functions, OS, and dongle management?
A) The server is currently running Suse Linux Enterprise Server v11 SP2. We do not currently have a dongle manager attached to our server. Regarding utilities, some of the programs we have are Symantec Ghost, NetLogon, FCC installer, Tableau Imager/Ultrabay, and Yosemite Server Backup.
Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
