About this file

This is Addendum 2 to a procurement for 40-foot low floor diesel transit busses issued by the City of Madison, Wisconsin Finance Department Purchasing Services on April 25, 2018. The addendum addresses technical specification compliance issues raised by New Flyer regarding three conflicting requirements: full perimeter seating with a minimum of 35 passengers, forced-air floor-level heating, and APTA low ambient interior temperature requirements. New Flyer presented three seating layout options with varying levels of compliance to these specifications. The City of Madison selected Option 1, which includes full perimeter seating with 35 seats and curbside forced-air floor heating combined with street-side radiant convector heating, with the specific requirement that seats 19-25 and seats 8-13 on the rear deck face forward. Bidders were required to acknowledge receipt of this addendum on Attachment B, Forms and Certifications.

The addendum does not contain pricing information, set-asides, funding details, contract term specifications, or renewal options. This document serves primarily as a clarification and requirement modification document addressing technical specification conflicts identified during the bidding process, with the City's decision establishing the mandatory seating and heating configuration for all responsive bids.

RE: ADDENDUM #2

40-Foot Low Floor Diesel Transit Busses

Notice to All Bidders:

Please note the following responses to the questions received:

1) New Flyer’s current seating layouts are unable to comply with all three of the spec requirements listed below:

1. Full perimeter seating with a minimum seat quantity of 35 seated passengers (TS 77. Passenger Seating pg. 144).

2. Forced-Air Floor-Level Heating (TS 60 pg.126).

3. APTA low ambient (pull-up and stabilization) requirements for interior temperature (TS 53 & 54 pgs. 122-123).

New Flyer’s three available options for Seating Layouts are as follows:

Option #1- Comply with the 35 seat perimeter layout but provide a curbside forced air floor heater and a street-side radiant convector. This option will likely NOT meet the interior ambient temp requirements per #3 above. For reference please see attached Seat Layout #1.

Option #2- Provide a 34 seat perimeter layout with two forced air floor heaters. This would not comply with the minimum seat requirement per #1 above; however, we would meet the interior ambient temp requirements per #3 and the forced air floor heaters per #2. For reference please see attached DWG #727583.

Option #3- Provide a 35 seat layout, with all but 2 seats in the perimeter configuration and with two forced air floor heaters. We would comply with #2 & #3 and the minimum quantity of seats in #1; however, we would need to arrange two seats on the street-side, across from the exit door, in a forward facing orientation in order to mount the floor heater beneath the seats. For reference please see attached DWG #727592.

Response from the City of Madison:

Madison metro would like option one (1) with Seats 19-25 and seats 8-13 facing forward on the rear deck.

Bidders must acknowledge receipt of this addendum accordingly on Attachment B, Forms and Certifications.
