To: Prospective Offerors
The following questions and answers addressed below are hereby incorporated into this solicitation:
Q1 Will we be building this platform from scratch, or are we expected to take over from where the incumbent left off?
A1 No, we do not expect the Contractor to build a platform from scratch. Our expectations is that the Contractor will provide a commercial on-line electronic policy platform that is consistent with or used by other large mortgage industry counterparts.
Q2 1. Could you share what issues led to the discontinuation of the relationship with the incumbent?
2. What specific outcomes are you looking to achieve with this new iteration of the platform?
3. Are there any particular challenges or pitfalls you are hoping to avoid this time around?
A2 1. The current contract is expiring, and we are re-procuring for these services.
There are no issues with the current contractor.
2. HUD is looking for a commercial on-line electronic policy platform to serve as a comprehensive online database consisting of FHA Single Family policies, with links to other references and guidance, to include FHA Mortgagee Letters, Frequently Asked Questions (FAQs), Housing Notices, and other statutory, regulatory and guidance references and documents.
3. There are no known challenges or pitfalls for this acquisition. Our primary goal is to have a comprehensive online database that will allow for the viewing of archived content, current content, and content that will be effective at some future date which is consistent with other large mortgage industry counterparts, using a similar format, language, and presentation of materials.
Q3 How would you like us to handle the display of PDFs or insurance documents on the platform? Is there a specific format or integration you prefer?
A3 FHA has forms that are fillable pdfs and that feature must be preserved for any pdfs stored on the platform.
Q4 Are there specific insurance documents or forms that you want to be readily accessible to users on the platform?
A4 SF Handbook 4000.1 has supplemental documents, including some fillable pdf forms, that should also be made accessible on the online platform.
Q5 Are there any particular technology preferences or constraints for the platform?
A5 We are in need of commercial on-line electronic policy platform which is consistent with other large mortgage industry counterparts, using a similar format, language, and presentation of materials. Section 1.3 of the PWS has a list of constraints that the Contractor must adhere to.
Q6 Are there any specific security or compliance standards (beyond Section 508 and the ones mentioned) that we need to adhere to for this project?
A6 There are specific constraints listed in Section 1.3 of the PWS.
Q7 Does the platform need to integrate with any existing systems within HUD or with external systems?
A7 No, this commercial on-line electronic policy platform will not integrate with any systems within HUD or with external systems.
Q8 Are there any specific data migration requirements from existing systems to the new platform?
A8 We are in need of a commercial on-line policy platform which is consistent with other large mortgage industry counterparts. There is transition-in information in Sections
1.13 and 5.4 in the PWS.
Q9 How many users are expected to use the system concurrently?
A9 The numbers of users varies but expect up to 3,000 users concurrently.
Q10 What types of data will the platform manage, and are there specific data formats we need to support?
A10 This platform will manage FHA Single Family policies, with links to other references and guidance, to include FHA Mortgagee Letters, Frequently Asked Questions (FAQs), Housing Notices, and other statutory, regulatory and guidance references and documents. The format is to be consistent with other large mortgage industry counterparts. It must be in a format that will permit a user to manipulate the text such as Microsoft Word, Excel, or Power Point.
Q11 What are your expectations regarding the training plan and curriculum? How many training sessions and what duration do you anticipate?
A11 We expect the Contractor to create a curriculum to conduct virtual live-training and an on-line video training for HUD personnel, Contractors, and any other individuals or entities identified by the COR on the use of and the features of the platform, specifically in relation to FHA policies that are current and archived. The Contractor shall conduct two (2) virtual live trainings within ninety (90) calendar days of contract award. One (1) virtual live-training shall be conducted within ninety (90) days of each option period being exercised.
Q12 What are the ongoing support expectations post-implementation?
A12 The ongoing expectations are that the Contractor shall maintain the resources in a manner which is consistent with other large mortgage industry counterparts. Specific directions are outlined within the PWS, particularly Section 5.
Q13 Are there any particular milestone deadlines or phased implementation expectations that we should be aware of?
A13 The Contractor is expected to transition-in within the specified period outlined in Sections 1.3 and 5.4 of the PWS. There are other deliverables listed throughout the PWS and summarized in Section 6.
Q14 What is the expected timeline for the award decision after proposal submission?
A14 The timeline can be 2 months or more and depends on the number of proposals received.
Q15 Are there particular risks or challenges you foresee for this project that we should address in our proposal?
A15 There are no known risks or challenges that are foreseen for this project.
Q16 Under Attachment 2 Pricing worksheet, the units of issue show “1” rather than “12”.
Does this mean this is billed once a year rather than monthly?
A16 For the training plan and curriculum, it is expected that the billing will be one-time per contract year.
Q17 Base Period transition units of measure shows “Quantity of 1 units of issue LO” does this mean there is an additional month to the Period of Performance shown on the base period?
A17 The transition-in period, if needed, is 60 days. It is expected that there will be a one-time payment for the 60-day transition-in period. Please see the revised Attachment 2 Pricing Worksheet.
