Questions for Solicitation Number 86614821R00012

1. The SF 1449 gives a due date of August 17, 2021. However, Page 120 of 134 gives a due date of August 26, 2021. Can HUD clarify the correct due date? The correct due date is August 17th. It was updated in Amendment 1.

2. Attachment J2+Labor+Hours_CNA has a Task 6 with subcategories that do not appear in the PWS. Could an updated version of the spreadsheet be provided? An updated version will be provided in the posting.

3. On page 10, both section 2.2 & section 2.4 call for a survey of PHAs “concerning a representative sample of developments” and then a “second survey of a different representative sample.” On page 7 the solicitation calls for a “survey of the universe of Public Housing Authorities…” Does HUD want the contractor to survey the entire population of PHAs or two different representative samples? If it’s the latter, can HUD provide the sampling parameters, such as a minimum size of PHA to include, the confidence level and margin of error HUD is looking for. HUD does not want the Contractor to survey the entire population of PHAs. We want the Contractor to determine the number that will be appropriate to the survey. A possibility will be to survey two different representative samples. The sampling parameters shall be determined by the Contractor and the factors for such criteria shall include minimum size of PHA to include location, age of the development and urban or semi-urban condition.

HUD recognizes the funding provided for this project may limit the ability to develop representative samples of parameters, however, the Department has directed applicants to submit methodologies with this limitation accounted when providing extrapolation details. While the Department has not specified sampling procedures in detail, the Department encourages applicants to review methods used in prior research cited in the solicitation for generally accepted parameters.

4. Should Attachment J3 and any past performance narratives be submitted separately or in either the technical or business volume? They can be submitted separately.

5. Can HUD clarify what is included in the 25-page limit for the technical proposal? For instance, does it include the compliance matrix, cover letter, past performance, and resumes? No, it does not include the matrix, cover letters, past performance, and resumes. The limit only includes the method for accomplishing the tasks.

6. There appear to be discrepancies in the General Requirements, first paragraph (page 9 of 134) and Description of Services, first paragraph (page 11-12 of 134). Can HUD confirm that the item numbers referenced in the list of report elements are correct and the list is complete? The report should include the following elements: (1) Executive Summary, (2) the most effective methods to assess capital needs, (3) the feasibility of and methodology to assess capital needs using secondary data sources including but not limited to HUD data, (4) methods PHAs currently use to estimate capital needs, (5) a comparison of capital needs assessment methods identified in item 5 above to methods using existing data sources identified in item 4, as well as a comparison to methods identified in item 3, (6) a comparison of capital needs estimations (per unit), (7) recommendations to minimize differences identified in item 6 and relevant policy implications, (8) recommendations to minimize differences identified in item 7 and relevant policy implications, (9) recommendations for conducting a larger assessment of capital needs for the entire public housing stock, and (10) recommendations regarding feasible policy approaches to address the existing backlog of capital needs.

7. How large are the PHA and development populations for this study, i.e., how many PHAs and how many developments? There are approximately 3300 public housing authorities with unit counts of 50-1000-unit counts and approximately 1.2 million households living in public housing units.

8. What difference (if any) is there between "Public Housing Developments" referenced in this solicitation and “Asset Management Projects (AMPs)”? Public Housing Development Program provides Federal grants to local public housing authorities to develop housing. Under the operating fund rule, PHAs identify projects for the purposes of asset management. The Asset Managers are responsible for marketing and sale of property.

9. Can HUD provide a list of the persons invited to attend the March 18 expert panel, including names, organizational affiliations, and whether they attended the panel discussion? Can we be provided with a link to view this panel discussion if it was recorded? Unfortunately, HUD cannot share the video or the panel transcript of that proceeding at this time.
