Prospective Offerors, The government is providing responses to the following questions:
Question 1 Define what contracts are. When doing rent comparables, an appraiser usually has a specific building/structure we use to find comps. (called the subject) Please Clarify what is meant by Section 8 contracts. Is it based on specific buildings/complexes the house section 8 residents, a specific MSA, etc.?
Response Yes, the term contracts in section 5.1.1 refers to the property/complex subject to study.
Question 2 Should the pricing be based on specific MSAs? If so, how many per state and how many rent schedules per state? Most states vary in HUD pricing dramatically all over the state. (exp. Ga: HUD rents are very different between Atlanta, Macon, Augusta, Thomaston, Columbus, and other areas) Scope of research required for each of these areas varies dramatically in these areas. Thus, pricing will vary.
Response We are asking for a fixed rate per study based on the state the subject property is in, depending on the size of the subject. Please refer to the pricing worksheet attached to the solicitation. (Section L, Volume II, paragraph 4)
Question 3 What is the last date to submit questions?
Response The last day for questions was 5 days after release of the solicitation. (See Section
L Addendum to FAR 52.212-1 item #3)
Question 4 What pricing are you looking for?
Response Fim-fixed-price per study rate. Refer to pricing worksheet and Section L, Volume
II instructions.

Question 5 My coverage area includes only the State of *insert state*. The Sample Call Order Questions apply to an offeror that provides services in 3 states. Can I deviate from this scenario to an Order Call for RCS for 3 locations in the State applicable to my expertise?
Response No, do not deviate from the instructions provided in the solicitation.
Question 6 Are the single-family/quads 1-4 units and small income properties (5-8 units) in the same format, the narrative format?
Response All assignments from HUD shall conform to the same format, as outlined in
Chapter 9 of the Section 8 Renewal guide, regardless of the number of units at a property.
Question 7 Has this service been provided before? What is the contract number? Are there any incumbents? What was the contract’s value?
Response This information is available on SAM.gov if you search under HUD contract awards/opportunities and filter on inactive posts. The notice ID #s and information is posted in the table below.
